What Ethics Committee role are you applying for, and why:
I am applying for an Ethics Committee Member.
There might be some who actually remember me from back in the day when I used to be in O-1 in 2023/24. Ever since randomly getting into that MTF, I have been fascinated with how the Ethics Committee works on the server and how they do stuff and how versatile their role on the server is. I always loved how they interacted with how differently they interact with regular on-site personnel and how they interact with the O5 Council, and to be honest, I love both sides of the EC. The Human Resources they tend to represent themselves as to CL1, 2, & 3s, I would love to be part of, since the common complaints or FLC violations that are brought up to them is a part of EC that I just love.
The amount of RP that can be created in this role is truly endless. Ethical concerns are easily found in any of the departments, which is a perfect opportunity for good reasoning as to why the EC is interacting with them. I think that there is a common misconception, especially with newer players, that the Ethics Committee is there to stop any unethical RP that there is, which is not true. If EC steps in to stop the, for example, unethical testing, you may think that that RP is stopped and you were unable to do your fun little experiment, but it opens up the doors to unapproved covert testing RP, which is also a completely viable way, and in many ways more enjoyable RP way of going about things. From my point of view roleplay should be above all and people usually get scared of others in high positions due to the possibility of being punished. There is a difference between IC and OOC punishments that people tend to mix together. When people create good RP, even if it may be unethical, we can see the value of it and would definitely not punish people for creating it.
The next reason is that I have been in Site Administration long enough, and I think that the time has come for a change of pace. I love the role that I currently have, but I think that I had enough fun in it and I want someone else to try it out. I think that in this role, I would be able to really be more focused on the roleplay rather than mostly dealing with administration duties that are really all over the place and need to be addressed 70% of the time I am either on the server, and the discord messages are constant as well. I am aware that there will be some administrative duties still left, even in this role; however, the departments that EC has to oversee actively from the administrative standpoint and not the ethical RP point.
Now, I have in mind a pretty neat RP for all ECAs, O1, and ISD. This is going to be a plan to engage more with SCPs in a more "Bonding" sort of way as to try to make them less prone to breaches. Well, I said those three bodies as an example, but it is going to be a bigger order/plan that is going to involve RSD, E11, O1, ECAs & Medical. All the groups mentioned will have different roles in the plan, e. g., ECAs, O1 & ISD are going to be more overseeing the operation; however, they will have the authority to do some bonding exercises or tests themselves. Medical & Leadership are going to be the main force behind this and I am also going to try and help steer those who would want to participate but don't know how. I think that generally, the RP loop for SCPs is very limited and very repetitive. They can offer so much RP, but it truly is, in my eyes, a wasted potential. Since I currently do not have the best insider knowledge about O1 or ECAs, I am not aware of that many problems or things that are wanted. One of the first things I would do as ECM is try to get to know more about them and try to think of some unique operations or orders. As for the ISD, I would try to introduce more tribunal trainings with some, either realistic scenarios or try to compile a sort of past tribunals (the scenarios) and try to teach people more about the new tribunal system, since as things stand right now, not that many people are aware of how it works and what they should be doing before the tribunals, during them and after them.
The last reason might be the most shallow one of them all, but it is a reason nevertheless. Ever since I made it to a consultant role, my ultimate goal on the server was to reach a CL5 role. I do realize that almost everyone on the server has the same reason, and it definitely is not special in any way, but I just want to be completely honest.

What makes you the best candidate for the Ethics Committee?:
I think that the roles that I have held in the past and now are what I am really proud of. Not because of the merit that people get from being in those roles, but because of the things that I have learned on all of them. I am mostly familiar with how SC works and what part they should play in the gameplay loop nowadays (and what they played in the past, but that is not important), that is because of the SA experience I have gathered in these past months and SA and SC work together on quite a lot of things and are in a lot of contact.
As to why I think I know how SC works, is because of the OSA and ECA experience I have, as well as the O1 one. I know that SC is here to act as the ultimate roleplay leaders and create and facilitate roleplay for the wider part of the server. I know how O5 and EC should be interacting with each other and how to do so myself (in theory, of course).
Now, something for my abilities. I think of myself as observant and able to give constructive feedback on things that I either like or dislike, which is helpful in motivating others and mentoring them on how to better themselves. I not only know how to give constructive feedback to others, but I am also able to receive it. I think that I have proven time and time again that every time I make a mistake, I try to learn from it and try not to repeat it, as well as fully acknowledge my shortcomings. Next are my leadership qualities. I have a lot of experience leading people, be that in combat or in a general, more so, mentor-like way. My general attitude about things is that I love learning new ways of approaching stuff, and I tend to learn things quite quickly. I base this solely on what has been said to me by others, not by myself.
Last but not least is my RP capability. In my time as SD, I have a lot of small interactions with people that are a blast. This can range from little helps on how to do tests when I leave my office and am in CS from researchers, to meetings with CL4s that are both fun and can make me more aware of stuff, which is two birds with one stone. I may not be a gamemaster, but it is no problem for me to set up RP with them. I tend to not rely on gamemasters much for my RP all around, since I believe that the regular player interactions and planned RP without the help of GMs is also a fun experience to be a part of. Of course, if there is a storyline, it is best to at least consult with a GM on what things they could do to spice things up a little bit, or tell them your ideas and see what they can do with them.

What are the responsibilities of the Ethics Committee in RP?:
Alright, let's start with the most important one:
Ethics Committee X O5 Council
Now, many people might think that the Ethics Committee is the direct counterpart to the Overseer Council. This, I think, is not entirely true. The main difference between O5 and EC is that O5 are results-driven and are indifferent to how things are done; on the other hand, EC does care about exactly what O5s don't. As the Motto of the EC goes: "The Council decides what is possible, the Ethics Committee decides what is acceptable."
The Ethics Committee should be slightly nudging the Council at first, rather than just completely pushing them, giving more advice than ultimatums to O5s if they really do something that is viewed as unacceptable by EC. Of course, that should be where they start, and even after that does not work, that is when the advices can change to requests, then to ultimatums and then they can use the Omega 1 to take some hostile actions (even AO war is not off the table, but that should be one of the more harsher responses and definitely not the first thing that EC or O5s should go for).
Ethics Committee does see the Council as valuable members of the Foundation, and if they had to choose to either save a completely fine & cooperative Council member or 5 CL4 members of the Foundation, the Council member would still take precedence over the 5 CL4 members of staff, due to their knowledge and value. Yet again, another example of how the Ethics of the Foundation differ from the conventional world.
One more misconception is that O5 and Ethics are always clashing with each other. This is, most of the time, not true. They primarily want to work with each other and reach common grounds with many things. This is the best for the Foundation's operations, since conflicts or hostilities that could be easily avoided do nothing but harm to the regular duties of each group. Of course, sometimes they do stand against each other, but that is also for the sake of unique SC roleplay, and sometimes it is unavoidable, and it can then lead to AO wars.
Primary Action
The word that is thrown here and there but many do not realize how severe and rare this action taking place on the server is. Throughout my time on the server (I am not saying I am the biggest veteran there is), this action took place only once. I was lucky enough to actually be a part of it, of course, not as an SC but as an O1 (It failed, and EC and O1 REGCOM got executed).
Now, to what it actually is. Primary action is the termination of the entire O5 Council, using the services of Omega-1, when all other means fail. This action is to be taken as a vote, and if it truly does pass, it is to be taken not as an achievement but as a failure on the part of the EC, since it means that they were unsuccesful at their ultimate goal, and the Council is irredeemably lost.
I have to state that primary action does not mean getting rid of one or two members of the council, but the removal of the entire Council.
Foundation Legal Codex
The FLC is Ethics Committee's set of rules for the site that must be followed by EVERYONE in the Foundation. They have the right to make amendments to it if necessary and are also the main enforcers of it. If it is not being followed, they reserve the right to give appropriate punishments (Jail, Temporary demotions, Fines, Apology letters, etc).
They are also in charge of the tribunal system, organizing them and enforcing their results. Sometimes, if it is needed, they are tasked with being the judges in them and they have to diligently dash out according punishments, or in the case of someone being falsely charged, give out appropriate compensations.
On-site emergencies
Pretty much very similar to what Site Administration does during coded emergencies, if they are not responding or are unavailable to respond, as to not completely disregard SAs existence and duties. They authorize AA and ERT deployments, and when the time calls for it, they can even activate the on-site nuclear warhead. The overall leadership during coded emergencies can also be sometimes left to them, as in giving out orders to different departments and regiments, but this only happens when no one else from the other administrative departments is taking charge (But primarily if SA is not taking charge).
Interacting with People
In order to maintain their cover image as HR deparments of Foundation, interactions with any of the members of staff is required. This usually is done through ECAs or O1 as proxy, but when the thing that people want to discuss is extremely important or ECAs or O1 don't know or have the answer, an ECM comes in to save the day. The interactions can differ from regular ethical queries to research tests requiring Ethics approvals.
The next point I am going to state here is what ethics actually mean in the Foundation. The foundation has completely different ethical values from the rest of the world. In usual settings, you do not use human subjects for experimentation; however, in Foundation, this is a common occurrence. Ethics in Foundation is if the ends justify the means. EC does not look if the action that is to be taken is ethical in the orthodox way, but rather if the suffering being inflicted is really neccessary or if it doesn't steer away from the mission statement too much (Such as weaponising SCPs for the sake of world domination, as an example). The SCP Foundation isn't here to rule the world, but rather to serve it.
The ethical dilemmas of the Foundation are one of the most unique and really thought-provoking subjects the Foundation has to offer. Something I would love to be part of.

What are the responsibilities of the Ethics Committee out of RP?
Well, for the applications:
Well, for the applications:
- Ethics Committee Member
(Ultimate decision falls on the Chairman, but the opinions of the Members should be heard as well) - Ethics Committee Assistant
- Omega-1 Commander
- Internal Security Director
Management of ISD Directorate and Assistant teams
Ethics Committee has been given authority over these two groups. It is their duty to deal with any complaints that may be raised against either the ECAs or ISD Directors. Not only that, but if they think that someone is not fit for the role, they have the option to punish them accordingly (Strikes, Demotions).
Policies
Site Administration should be in contact with Site Command when it comes to site-wide policies, and both groups have the right to state their opinions and either accept or deny the new policies or amendments. I wasn't sure where to put this one, since it can be done in both RP and OOC ways, but I think that when it comes to policies, most of the time the conversations about them are held in an OOC manner. I do not put FLC here, since conversations about FLC can be held mostly IC (Of course, some OOC talk is still a must).
Please give some lore about your Ethics Committee character and what storylines they would be involved in:
Personnel File / Lore
I am going to be using my SD character, since I have some RP that can be done from it, that I am currently in the middle of (Some CI longer-term RP, and medical RP). The new RP storyline I plan on creating is the SCP welfare programme that I have mentioned before (This one I would be heavily propagating to make more people join it, the more the merrier as they say).
