Content Suggestion Unarrest permission changes

What does this suggestion change/add/remove:
Lock unarresting people to inspector or investigator+ (I don't mind which one I'll leave that up to content)

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):

Preventing job abuse for unarresting people
Correcting improper usage of feature

Possible Negatives of the suggestion:
Whitelisted ISD not on during the time it's needed(Reason I say it could be just investigator+ if this is a concern)

Based on the Positives & Negatives, why should this suggestion be accepted:
The feature has barely ever been used besides for job abusing to let out friends. I can't always catch people when they do this and I would rather people not be able to do this at all than me having to do a full investigation. (for context I am a USA ISD commissioner)

I understand there are fundamental differences between UKxUS servers. However, how I've asked my ISD leadership to address people who abuse their powers is simply through a jobban or jobdeny and if it escalates to an OOC action, through a player report.

I believe (Staff, please do correct me here) there are logs which record which individual unarrested the other. I understand it would require you [The arresting officer or a Staff member] to observe this; however, we do have very competent staff (I assume) on both the UK and US servers, and so I am content to believe if there were perpetrators who were abusing their permissions, they would be swiftly identified and dealt with.

I understand where this suggestion is coming from; however, I do not believe in restricting the ability of people to perform actions because of a few rotten apples. I'm happy to sit with US ISD leadership team on how we train new and junior personnel, if this helps.

With the changes made to tickets most staff just play as normal roles and don't really watch small things like this. (Atleast on USA)

Additionally this isn't a training issue, unless someone has a blacklist from ISD we give them the chance to get ISD agent. This means its very common for someone to have and pretty much anyone can get it as long as they don't do bad stuff while on ISD(ofcourse there is exceptions)

It seems the majority of USA is in support of this and UK is not, not sure how to handle this where we both can settle on something. USA just really wants this to be able to prevent misuse of the system. UK sees this as a restriction of RP. Some compromise could probably be made I'm happy to speak to UK about that.

It's clear that USA has a problem that the UK doesn't seem to have. I have a couple of ideas that could aid USA without changing UK's desire for agents to unarrest.
The least intrusive way to improve things that I've thought of is perhaps a notification of unarrest that gets sent to Investigator or Inspector+ with logs being accessible to senior ISD members, If abuse occurs it can be caught even if Staff isn't available for whatever reason and can be reported when staff is available.
A more extreme take on this is that unarrests need to be approved like how credits are.
A agent could put in an unarrest request with a text field where they can put the reason for unarrest. And this could simply be approved/denied by senior ISD members.

These are the compromise ideas that sprung to my mind.

I would be fine if there was a system for it to be accepted/ denied but then again pretty much same thing I’m suggesting except a investigator/inspector+ would have to go there instead of just accepting an unarrest

I’ve addressed this numerous times but we can’t detect when it’s abused unless we check every single arrest while the person arrested is still on server. We literally can’t just call a sit when we have no idea when it happens. There is no RP behind job abusing to let someone out.
