Time zone: EST
Character name(s): Maxwell "Arcturus" Shepherd
Civilian name: Victor Krauss
What server are you applying for? (SCP-RP UK or SCP-RP USA): USA
Do you have a mic?: Yes.

List all whitelisted, MTF, or CI roles that you hold or have held:

MTF E11 LCPL (Holding), Executive Researcher (Holding) and Ethics Assistant (Holding)

Have you received any kicks/bans/warning? and why?:

None, and I have not planned on doing anything to receive any.

What Ethics Committee role are you applying for, and why:

I am applying for the Position of Ethics Committee Member. I am applying to become a member of the Committee for several reasons.

As an assistant, I have a tendency to go above and beyond to ensure the various departments are in good shape by conducting interviews, taking in complaints, and bringing them to the appropriate personnel to handle the situation in an appropriate manner. I have a skill to provide well spoken and crucial input and advice that has allowed many members of foundation staff who were struggling in the past to excel in their duties.

During my career as an Executive Researcher, I have helped other departments conducting their duties in a more efficient and proper way by having an advanced knowledge on the Legal Codex and standard operating procedures. Even to this day, I continue to provide mentorship and advice to those who are in need. With my very consistent activity within the site, I can provide additional support to the Committee and help the overall growth of all of the departments to become greater to what they currently are. My final reason as to why I would like to join the Committee as a member is to help promote really great RP, something I feel as if I have not seen too much of as of recently within the Site.

What makes you the best candidate for the Ethics Committee?:

Going back to my previous answer as to why I am applying for ECM, my drive to ensure that all of the departments are in overall good shape and health is backed behind my enthusiasm and commitment to professionalism and following regulations. With the position of ECM, this attitude will be invaluable in reviewing and resolving ethical concerns that may arise within the Foundation, along with promoting positive work and RP conduct and upholding ethical codes.

My willingness to mentor and provide critical advise to other members of foundation personnel shows strong communication and public relation skills that would be invaluable to the current members of the committee. My supportive nature will extend to the other members of the Committee, promoting positive collaboration and synergy to the team.

Furthermore, my experience with working alongside other departments primarily as an Executive has given me insights on what challenges some of the departments face, and have given them an outsiders perspective of things on how to potentially promote good change. By being an Ethics Assistant, I have been given more insight on departmental issues during interviews with the various members of the foundation. With these experiences, this will allow me to bring a practical and informed opinions to the committee's discussions and decision making processes.

If I am to be accepted within the Committee as a member, it will allow me to further use my skills to benefit the committee and foundation as a whole, assisting with shaping the site in a much better state.

What are the responsibilities of the Ethics Committee in RP?:

The Ethics committee is responsible for the creation and enforcement of the Code of Ethics along with ensuring all of the site regulations and protocols are up to standard.

One of the most important responsibilities they have is to hold and conduct meetings about changes for various things around the site. They are also responsible for observing meetings with the different departments within the site, and attempting to work with them to make changes that would be beneficial to them as a department while aligning themselves with the goals of the foundation.

The Ethics Committee is also meant to ensure the safety of all personnel who inform them of any ethical violations, and launches internal investigations whenever these reports are made. Solving Departmental issues is one of the Committee's greatest concerns, as it will affect the overall site's health and operational standards.

Along with this, they are also responsible for approving or denying certain documents regarding tests or sample collections. It is also the responsibility of the Committee to have good standing with other departments. Good relations is a major key factor to take into consideration with all of the different departments.

Site safety is another major responsibility of the Committee. They are in charge of ensuring that all security protocols and regulations are enforced to maintain a safe and secure work environment within the site, while addressing ethical concerns to them.

What are the responsibilities of the Ethics Committee out of RP (e.g. what applications do they handle?):

The Ethics Committee holds frequent meetings about new applicants and accepts/denies them for the following positions:

Internal Affairs Department Director
Ethics Committee Assistant
Ethics Committee Member

All three of these positions are held in highest regards and are arguably critical to the overall standards within the facility. Because of this, the Ethics Committee Members take time to review the potential candidate for the position.

Please give some lore about your Ethics Committee character and what storylines they would be involved in:
Maxwell "Arcturus" Shepherd was born in Colts Neck, New Jersey on July 7th, 1989 to Evelyn and Dominic Shepherd. At a young age, Maxwell took an interest in wanting to find and understand the unexplained. In high school, Maxwell excelled in the field of mathematics and science, eventually graduating with high grades and applying to Thomas Jefferson University. After four years, he graduated with a Bachelor's degree in mechanical engineering.

After his graduation, he was approached by a private military contractor that required his expertise for weapon development. Maxwell began his career in the research and development of prototype weaponry that the company sold to agencies around the world. One of his assignment involved him overseeing a deal to an unknown buyer before being transferred to another research and development facility across the US. While Maxwell was in the process studying notes for a new potential weapon on the day of the meet, the convoy was ambushed by the Chaos Insurgency and was rendered unconscious after his vehicle was rammed off road.

Several days after the incident happened, he awoke in a medical room with a Foundation recruitment officer reviewing Maxwell's notes. Maxwell was offered a position as an intern for the SCP Foundation at Site-83, and worked there for several years. After some time working for the Foundation, he learned valuable skills and knowledge on various SCP Objects and the goals of the foundation, to which he learned to grow appreciation for the cause they had.

As a Research Intern at Site-83, Maxwell began to adapt to the research environment at Site-83. He immersed himself in the study of various SCP objects, including SCP-5053 and SCP-5980, dedicating his time to understanding their anomalies and contributing to their containment. Under the guidance of experienced researchers, Maxwell honed his analytical abilities and acquired valuable knowledge in anomalous SCP objects. Maxwell's duties at Site-83 encompassed a range of responsibilities. He actively participated in data analysis, conducting experiments, and assisting in the development of containment protocols for newly acquired SCP objects. His mechanical engineering background was beneficial in designing and improving containment chambers, ensuring the secure confinement of dangerous anomalies within the site.

After working at Site-83 for a couple of years, the Site Director called upon Maxwell for a meeting. To his surprise, the Director informed him that the administration of Site-83 appreciated his work and loyalty to the foundation, and announced that he was to be promoted and transferred to Site-65 as a Junior Researcher. Excited with this news, Maxwell began packing his belongings, and boarded a train to Newark International Airport, and flew to Regina International Airport. After a seven hour drive to Pinewood, he began his work as a Junior Researcher after his orientation.

Shortly after his transfer to Site-65 from Site-83, Maxwell Shepherd was taken under the wing of a Senior Researcher working at the Site for quite some time. After some time, Maxwell received several promotions in quick succession for his overall support and dedication to the Foundation and his work at Site-65. One day, he was offered a position on the Executive Researcher Team after an evaluation report and interview by the Director of Research at the time. Maxwell accepted the position and continued to dedicate his work for the research department.

During his time on Site, he not only demonstrated exemplary dedication to his role but also displayed a remarkable passion for expanding his knowledge in the field of chemical creation and the intricate impacts of Memetic/Cognitohazard effects on living beings. This interest motivated him to actively seek out additional learning opportunities and engage in in-depth research to deepen his understanding of these subjects.

Taking his experience from Site-83 and the protocols to heart, Maxwell became known for working closely with Internal Affairs with cracking down on conduct and Ethical violations on site, along with conducting and supervising very critical tests. As the days went by, more members of the Research Division began coming forward to Maxwell on advice and various test petitions.

One early morning, a mass breach occurred while all other Site Command members were off site with Maxwell taking the initiative to coordinate the breach. Maxwell worked with personnel on site to restore power to several key systems within the facility, along with the containment of one SCP. During the course of the breach, Maxwell witnessed several violations against the code of conduct and took note of them. Several hours after this incident, additional personnel arrived on site and took over the situation, successfully ending the situation. With the coordination of the site during the breach a minor success, Maxwell felt as if his expertise could benefit the foundation in other ways. Maxwell wrote a letter to the Ethics Committee requesting a department transfer in an attempt to help assist pointing Foundation Personnel in the right direction regarding regulations.

Being accepted into the Committee as an Assistant to Crow Klashnikov, Maxwell worked with various departments within Site-65 to further assist the Foundation's goals and ensure site operations run smooth. Looking up to the current ethics members, he continued his dedication to upholding the Code of Conduct and Ethics while following the directives of the Committee. One morning, Maxwell was informed of the late Chairman Randal Murphy's fate of passing away. Saddened by his unfortunate fate, Maxwell decided to honor his legacy by attempting to follow in Randal's footsteps by attempting to become a member of the committee.

I -supported this app thinking it was someone else and Arcturus reached out to me and asked for more criticism, what happened specifically, etc. so he can understand it better and learn from it. It takes someone with good humility, maturity, and professionalism to do this. I haven't encountered him much personally aside from this so I can't necessarily +support but yeah, I thought that was very honorable.

I think that you have a good head on your shoulders but I do understand some people saying you “powertrip” I don’t think that’s the case I think you are really passionate and ethical although you can sometimes overstep some for an assistant but I feel that comes with your passion and want to help, if you were a member then that would be no issue because you are that person. Overall though I think you’re a great fit for the job and I feel some of these people are biased in their thinking (just me though) good luck!
