- I believe that through my experiences in E-11, NU-7 and O-1 I am well versed in much of the COE and can articulate these policies to those that need to know them or are in breach of them. I also feel that my experiences have taught me how to monitor and report on happenings as well as be able to communicate effectively with others.
- An ECA acts as an extension of the Ethics Committee and aids them in ensuring the COE is upheld throughout the site. This includes screening people who would like to talk to the Ethics Committee to ensure that simple tasks like D-Class work permits, simple test approvals or answering COE questions don’t occupy the Committee’s valuable time. An ECA would follow all orders given to them by the Committee and give timely reports on the state of the site’s adhesion to the COE.
Samuel Daniels was born in the small Quebec town of Saint-Jean-sur-Richelieu, to a military family next to the Saint-Jean Garrison. His father, a decorated member of the Royal Canadian Air Force inspired him to enlist. After basic training, his file notes that he “excelled in urban warfare and unconventional combat tactics”. Daniels excelled in the RCAF, and eventually secured himself a position in Joint Task Force 2, which brought him into the world of highly classified activity.
During a high-risk black ops mission in ██████, his unit was ambushed by an unknown hostile entity. Only two soldiers survived—Daniels and another operative. The Foundation intercepted the debriefing, noting Daniels’ ability to think tactically against a non-human threat. They gave him an offer: enlist with the SCP Foundation or be classified as a liability. He accepted.
At first, Daniels was placed into the General Security Division, serving as on-site security at Site-███. Unlike many recruits, he was known for treating Class-D personnel with fairness and advocating for proper containment procedures rather than brute-force control. He then transferred into Epsilon-11.
During Daniels’ time in Epsilon-11, he participated in some particularly dangerous containment operations that often saw the death of his teammates. Unlike many of his peers, however, Daniels preferred to see SCPs as subjects that deserve to be treated properly, rather than as monsters or threats.
His loyalty to the Ethics Committee put him at odds with certain high-ranking officials, especially those who treated containment as a "whatever it takes" operation. He strongly opposed unnecessary termination orders, inhumane testing, and reckless disregard for personnel safety. After proving himself highly skilled in containment operations—often preventing breaches before they started—he was recommended for a transfer to MTF Psi-7 ("Home Improvement"), a unit specializing in containment, reconstruction, and anomaly relocation.
Daniels felt more at home in Psi-7, where the job wasn’t just about neutralizing anomalies but understanding and containing them the right way. His background in urban combat made him an asset when it came to securing anomalous locations, and before long, he became a lead field operative, handling extractions with precision and minimal casualties.
