General Advice:
I've learned a lot being Internal Affairs, now ISD. Sometimes, you gotta break the rules to have fun. People like us? we enjoy enforcing the rules, our opposition? They enjoy the freedom that comes with doing whatever they want for the sake of being funny. The biggest lesson I learned, was we can do that too: What makes ISD fun, is the criminals. And by overly punishing them, you're removing not only their fun, but you come off as a strict rules lawyer and it'll eventually come to bite ya. What I mean by "we can do that too" is, not everything has to lead to an arrest. Making a wanted poster of the person who you keep seeing mess up, intentionally following them with goofy disguises and obvious spy-like behavior scooby doo style is pretty fun (imo).
The largest mistake you can make with playing ISD is acting as backup staff. ISD should never replace or fill in for moderators or their role in the health of the server. Setting aside the obvious distinction being the IC v OOC punishments, pursuing problematic people that clearly have no intention to play the game "the right way" will absolutely drain you, you'll get more aggressive, used to the idea that you're this guardian of roleplay. And let's be honest... no one wants to play player report simulator, constantly clipping shit every 10 minutes, yes you know he breaks the rules, just report him and let staff keep an eye on him.

Enjoy Tribunals and wish they happened more often? Find people who want to do a mock trial and use that damn room we never use!
The same techie you arrested 5 times is still committing crime? That's his job! (not really but at this point basically) Sue him, let him bring a lawyer who's equally goofy and have fun in court just slamming evidence after evidence and all the defense has to say is "Your honor, you weren't even there! CHUD!" Waiting for the final verdict only for a chef to blow his head off with a 12 gauge.
Ask a gamemaster to set some decrepit ass car outside DEA offices so you can make a parking ticket for it.

Rescue helpless researchers!
Allow the chefs and techies to "help" when it makes sense. The law is important, it keeps the players from doing whatever they want, and it's justified through ethics and conduct, that being said, when it's literally hell outside and you'd be lucky to survive 2 minutes, maybe the chef shooting at 682 with a glock p80 is not a problem you need to worry about. What would a real life situation look like?
Many people benefit from our role even when we aren't arresting. Manning checkpoints, forcing ID checks in key points such as HCZ, LCZ, Checkpoint Charlie, when other key personnel who normally do these things (Like E11 at HCZ) are busy with much more pressing matters. Help GSD hunker down D block! Escort a techie through a dangerous area to repair crucial doors and cameras.
YOU, are the support role, you are more than just a cop, you are a member of the foundation, who is motivated to it's goals being unhindered, willing to achieve anything in pursuit of that. No, it may not be in your job description to necessarily recontain 999 letting d class out, but if you see something clearly going against foundation interest, ACT! Find someone appropriate to deal with it! Take initiative and then hand the task off to the appropriate roles when they arrive!
Arrest when it makes sense!
The techie who is unbelievably guilty of a multitude of crimes!? Of course you arrest them! For how long though?
Context, Judgement, Behavior.
When I think about how long i'm going to arrest someone for, it's mostly based on the why and the what.
If you weren't bothering anybody except yourself, were cooperative, and simply just broke the rules, I'm probably not going to arrest you for that long, if at all.
You decided to let 8 D-Class out, get half of GSD killed, and single-handedly caused a riot!? I literally have to do something, the crime is insane, but it can be funny getting away with that for as long as it took
But stealing other people's expensive ass chemicals, shredding documents that took god knows how long for someone to type, being an absolute prick for 0 reason just throwing insults? That's not fun, and i'll throw the book at you for that. Why? Because that's an interaction that leaves someone holding an empty bag, there was no rp, no fun, just watching their time wasted or their night ruined.
You get the idea, but remember! Don't get into the savior complex trap, i'm sure that applies to a lot of jobs but this one especially.
I Struggle with ISD because....
Disguising/Blending in is hard:
You, are an actor, ISD is the role that gets muuuuch better the more you play, why? Because you learn how the other jobs act, where they frequent, what equipment they have (or what looks like it), you get more familiar with the rules that you enforce, etc. etc.
With the latest mechanic, where your primary weapon is shown on your back when holstered, it's harder to keep your gun and facade with a non-combative disguise. Ditch the p90 (it sucks anyway), and grab an M9, or a glock. Disguised as a doctor? Grab a field kit. Disguised as a minge techie? Run around with a knife. How about a techie that actually does his job? Your weapon checker/interrogate tool looks exactly like the repair tool from the outside.
Getting Bodycam footage is a pain:
I cannot use medal, my PC just straight up does not like it at all. I understand how annoying it is, so if ISD is something you truly want to enjoy, it's sadly a requirement, before you get on the server, find a third party website that lets you upload clips and turn them into links, figure this stuff out before-hand. Nothing sucks more than doing all the work to make an arrest only for a dispute and your recording is not available for whatever reason. Do not get discouraged, it happens, boo hoo he got away, if he's a known problem you'll see him slip up again. (BUT IT WAS THE DIRECTOR OF MEDICINE AND HE DID AN UNETHICAL!)
Do you really want someone to get their role removed or suspended that badly? Holy crap, a fun tribunal is one thing but like please don't be that guy.
It's too many rules and I don't feel like chasing people who never follow FearRP just to make a sit, wait 20 minutes, and get a 10 minute arrest out of it.
100% understandable. ISD is not something I recommend anyone plays, it's for a select few people who simply enjoy that kind of gameplay. Even I need a break from it, that's why I main GSD on the side, and some MTF as well. If you know the job is getting to ya, then swap, if you want to keep playing ISD but you don't wanna deal with the 20 medical trainee union in cafeteria where they have 12 freedoms pointing at the door? I do not blame you, focus on thinking on how to make ISD better, it hasn't gotten to where it's at with people just accepting it as it was, IA>ISD change started with people suggesting things to their superiors, and it working it's way up the chain. Talk with your Inspector/Commissioner, come up with ideas on how to enforce the rules better, come up with an investigation/operation, get a new core responsibility added, suggest a completely new idea for the role to enjoy (ISD disguising as a d class to spy on key targets) was one I had waaaay back, it was denied for many reasons, mostly because A1/O1 already did that and we were still considered semi-combative.
Closing Remarks
This is an RP server, we create our own fun. Yes there are consistencies, it can get boring, but many things can happen within the confines of the rules that are established. Come up with a character that fits the role; When I started playing, I never intended on Sledge being a vampire, I didn't even know what IA was until I saw someone disguise and arrest someone in-front of me when I was a cadet.
Ever since then, I wanted to be an Agent. After getting Ambassador (and actually holding it for a bit) I decided I needed something more.... what if, my character was a vampire, and utilized the tools at his disposal, and his position to survive.
You too, can make a character that fits the realm of ISD. You want a goodie two shoes who never swears and upholds the law no matter what? Go ahead. A corrupt cop who bends the law in his favor? I'd be impressed if you pulled that off, but you get the idea.
