In what country are you located?: Germany
Time zone: UTC+1
Character name(s): Ryan Stekken
Civilian name: Ryan Steken
What server are you applying for? (SCP-RP UK or SCP-RP USA): SCP-RP USA
Do you have a mic?: Yes.
List all whitelisted, MTF, or CI roles that you hold or have held:
Holding:
Director of Research, Ethics Committee Assistant
Held:
Executive Researcher, 2x E-11 CSG, DEA Senior Agent
Have you received any kicks/bans/warning? and why?:
None.
What Ethics Committee role are you applying for, and why:
What makes you the best candidate for the Ethics Committee?:
Through my tenures as not only a DoR but an ECA and a former E-11, I have gathered quite the experience when it comes to the ethical side of things. Weighing the pros and cons of procedures and tests, considering any ethical issues that may arise and speaking to all sides involved have been part of my responsibilities for a longer time now. The administrative part of being a Director of Research is the one I personally value most and found joy in. As part of the Research Leadership, I lead the reinstated Chemical Research Board and managed much of its policies, documents and meetings with the important help of others. In addition, the sampling policies were reworked together with Site Administration with Research being given access to it again and reworked the Senior Executive Working Group Program to what it is today. These are a few examples of the work that has been done inside of the Research Department since I became an Executive Researcher.
Another aspect is the improvement of roleplay around the site, which is important for me. I have been part of roleplay around the site and created some of it not only for my department but for others as well. As I already mentioned earlier, much of the roleplay has been restricted to a certain set of individuals from which most people are shut out. Roleplay should include many people around the site so that everyone might experience an event that inspires themselves to do the same in the future. This, of course, would not only be done through tribunals, hearings or investigations but interviews of lower clearance personnel through ECA’s and inspections of departments in cooperation with these to give two examples.
As a person, I am always willing to help others whenever possible while staying calm in most situations. My leadership could best be described as fair, unbiased and calm, open to discuss matters with others and hand out punishment if necessary. I try to solve every issue that arises in cooperation with others, considering their perspective and going for a common ground that might leave everyone satisfied. This includes meetings with other departments which I have already done several times as part of being the former leader of CRB as well as DoR.

What Ethics Committee role are you applying for, and why:
I’m applying for the position of Ethics Committee Member. I am applying for this position and want to bring my experiences of not only as one of the Director of Research but as an ECA and former E-11 with me to the betterment of the site. Through these, I want to facilitate better communications between departments, cooperate with ISD to not only enforce every codex on-site but aid them in their duties as well as reducing any form of bias or prejudice from the system. Together with this, I want to improve the roleplay on the server, and the role of ECM would prove vital to this. This also includes making it available to many people while not restricting most of it to CL4 personnel so that everyone might experience it and even create it themselves in the future.

What are the responsibilities of the Ethics Committee in RP?:
The Ethics Committee is responsible for enforcing the Code of Ethics and overseeing behavior of all site personnel. They work closely together with ISD and can launch investigations into personnel or entire departments if necessary. In addition, they organize tribunals and make sure that ISD runs flawlessly. As members of Site Command, Ethics Members can authorize the use of AA, KOS past airlock and Code Black along with the detonation of the on-site warhead. They execute their orders through Omega-1 and ECAs while only appearing as a CL5 Member to any CL4 and above keycard holders.
What are the responsibilities of the Ethics Committee out of RP (e.g. what applications do they handle?):
The members of the Ethics Committee handle applications for the position of Ethics Committee Assistant and Director of ISD. While not directly involved, they give input on any ECM applications as well as O-1 COM with the final decision lying upon the ECC. The Code of Ethics is also maintained and updated by the Ethics Committee.

Ryan:
“You probably know already...”
Ethics Member █████:
“Yes, but we would like to hear it from your perspective.”
Ryan:
“Everything has already been said. Do y’all not trust me?”
Ethics Member █████:
“Oh, we trust you. That is why we are questioning you instead of them because of their… let’s just say preconceived opinions, shall we?”
Ryan:
“Ehm… Sure. Where do you want me to begin?”
[Excerpt from Audio Logs – #11/14]
Researcher:
“What is our plan? Waiting it out and hoping someone will rescue us?”
Ryan:
“What? No. Of course not. Nobody will come down here to save us.”
Researcher:
”So what now then, huh?”
Ryan:
“Let me think of something, okay?”
Researcher:
“Oh, ‘cause that is surely gonna change something, right?”
Ryan:
“Calm down, will ya? Just let me think, jesus…”
[both turn silent for a solid minute]
Ryan:
“We need to get a lab.”
Researcher:
“What? Why?”
Ryan:
“You’ll see.”
[Excerpt from Interview – #09/61]
Ethics Member █████:
“How did you accomplish to get to the laboratory unscathered?”
Ryan:
“I have worked and experimented on those ‘things’ several times. After some time, their behavior becomes predictable.”
Ethics Member █████:
“And why did you choose that specific lab? What made it so special?”
Ryan:
“It possessed something that I worked on in a previous test of mine. You surely heard of it.”
Ethics Member █████:
“Well, who hasn’t?”
Ryan:
“Then you know how it ended, right?”
Ethics Member █████:
“Your point being?”
Ryan:
“It was different this time.”

D-0587:
“I had from them in here. Please don’t tell them, okay?”
Researcher:
“Tell whom? The guards that are either dead or have escaped?”
D-0587:
“No, those other guards. With the biohazard symbol on their shoulders. You know who I mean, right?”
Researcher:
“Ryan, what is he talking about?”
Ryan:
“It’s an MTF unit. The ‘Maz Hatters’. They specialize in these sorts of things. And they have much bigger problems than a stray D-Class like you right now I believe.
D-0587:
“Okay, okay, thank you.”
Ryan:
“Since you’re here, have you seen a blue vial somewhere?”
D-0587:
“Maybe?”
Ryan:
“Where?”

Ethics Member █████:
“So, the breach couldn’t be contained through your methods, am I getting this right?”
Ryan:
“Yes. We had to amplify the effect of the mixture while taking a much-reduced radius of infectiousness in account.”
Ethics Member █████:
“What are you getting at?”
Ryan:
“We had to sacrifice somebody.”
[Excerpt from a Body Cam – #28/72]
Ryan:
“This should do. Here.”
Researcher:
“I hope this works.”
D-0578:
“Okay, what do we do now?”
Ryan:
“We… must ensure that it is being distributed around the entire site.”
Researcher:
“And how do we achieve this?”
Ryan:
“Through the ventilation system.”
Researcher:
“Can’t we, like, throw it at them?”
Ryan:
“No, it might infect that instance but not spread fast enough.”
D-0578:
“Won’t it kill everybody? Even other humans?“
Ryan:
“Yes… But this is our only chance to stop this. Stop this from destroying the site. Stop this from breaching to the public.”
Researcher:
“No. Just no, I won’t do it.”
Ryan:
“What about you?”
D-0578:
“I just want to live.”
Ryan:
“Then I will do this myself.”
[Excerpt from Interview – #15/61]
Ethics Member █████:
“Why? Why sacrifice so much personnel?”
Ryan:
“To safe the site.”

ASSIGNMENT: Director of Research
Ryan Stekken is part of the Research Department in the position of the Director of Research. In this position, Ryan contributed to major changes inside the Research Department. Mostly reserved to himself and his closest of people, he gets along with most departments and did build a good relationship with some of them. While some of his work underwent good responses, his involvement in some previous incidents left some uncertainties. Multiple files have been attached that are connected to these mentioned incidents.

“[…] opened the safety door which resulted in contamination of the vicinity and at the end, contamination of over 43% of the entire site as the direct result of an SCP-008 experiment conducted by Exec. Researcher ████ S. Another result of the experiment was the contamination of all SCP-008-2 instances with ███████ which resulted in successful termination of all known instances and traces of SCP-008 after █ hours which rendered all decontamination efforts obsolete. Further research to refine and use this discovery is waiting for approval. The Associate Researcher has been declared M.I.A. while the leading Researcher has been found alive and well. Investigations regarding the Associate Researcher’s possible affiliations with another Group of Interest are on-going with evidence suggesting strong links to the Chaos Insurgency. […]”
