Accepted Vehicle Owner Ship (Foundation) suggestion

What does this suggestion change/add/remove:
This would change the ownership system for vehicles spawned by foundation.

Has something similar been suggested before? If so, why is your suggestion different?:
Nothing like this I am aware of

Possible Positives of the suggestion (At least 2):
-Driver/owner will not need to unlock the vehicle each time for someone who didnt jumped in/Accidentally pressed E
-Vehicles can be used by sop after A1/e11, etc are done with using the vehicles
-This system is already used with jobs, might be eazy to code in (Correct me if I am wrong. :.P)
-This would also make DEA in a regiment be able to open their car.
-People will not be able to edit the vehicle stats [This might have been fixed]


Possible Negatives of the suggestion:
-People might unlock/steal/enter your vehicle

Based on the Positives & Negatives, why should this suggestion be accepted:
I believe this could improve overall sop defense/attack. This in theory (Devs correct me if I am wrong) Could be done by removing the current regiment ownership (which lets you spawn as nu7/a1, etc) To GOI owner ship (The one that prevents you from being a ci job when you are on F character).

Hmm. I get the reasoning, but I feel there's an issue I can't quite put into words? Beyond potential technical limitations

Unless I am simply crazy and this is perfectly reasonable to do, then sure.
Uh. Let me get you an example that would make sense for ya!

"A e11 comes to garage and takes a humve out for a license tryout. Thet finish and leave. The vehicle will be now unusable by SOP."

"Or another thing I forgot to mention, When you are DEA and you are in a regiment, you cannot spawn a vehicle in because the ownership will fall under the department you in. So, for example. O1 member plays on DEA, they cannot spawn a vehicle in because the vehicle would be owned be O1 department."

"or and lastly, DEA spawns a LAV in, it is owned by ONLY the 1 DEA. The DEA dies to a raid and the LAV is now useless as noone can open it. [Mainly issue because you can spawn in only 2 lavs with a cooldown of 2 hours to restock one.]"

I am sorry if my reasoning didnt or dont make sense.

Unfortunately this has been tried before, and I'm pretty sure it's already put up for change, however its a rather large change and would require transferring a LOT of data like regimental positions which isn't very easy and will need a long time to change. By doing this, you are removing the entire regimental system and doing a massive 4+ week update. It would require a long time to change for a fairly minor gameplay effect.

I would much rather have different updates be spent dev time on, such as something like new vehicles or GOC/CI/F compound rework. If it is much easier than I thought, I'd be completely down for this change and it would be a nice little addition.
