What does this suggestion change/add/remove?
Adds a "Block Job" function for vkeycard scanners that allows Staff/Admins to block specific jobs from using those scanners.

Possible Positives of the suggestion (At least 2):
- Prevents a frequent issue raised by SCPs where they open D-Block doors randomly to let D-Class out (FailRP).
- Blocks specific jobs from going in areas where they shouldn't without sacrificing their overall keycard level.
Possible Negatives of the suggestion:
- N/A. Having the function does not require it's widespread use! Would just be extremely helpful to have.
Based on the Positives & Negatives, why should this suggestion be accepted:
As a staff member I frequently encounter issues with SCPs like 2295, 073, and 999 opening the D-Block medical/testing line doors and airlock doors to let D-Class out. Having a block function would allow Senior Admins to block those SCPs from using those keypads. Additionally, this function would open the door for SL to consider higher keycard assignments for certain jobs without worrying about them getting into restricted areas like armories, etc.
