What does this suggestion change/add/remove:
This suggestion would be a change to the rule that SCP-999 cannot talk to allow more leniency. The change wouldn't be that SCP-999 can always talk, it would be situational and depends on the roleplay itself. For example, a test where SCP-999 is experimented on with the use of SCP-914 provided SCP-999 with heightened intelligence and a voice to portray it's emotions and thoughts.
Has something similar been suggested before? If so, why is your suggestion different?:
I'm unsure if this has been suggested before. I know it sounds stupid but I truly believe that this change could be beneficial to the server.

Additional Roleplay
In my opinion, the research department doesn't get a lot of roleplay and making this change could create multiple different tests for SCP-999 as well as cross tests with other SCPs to observe any changes in how the SCPs react with each other.
More Appeal to Play SCP-999
The initial roleplay for SCP-999 is okay, you just get sampled and play with people (maybe the occasional test). With this change SCP-999 roleplay would be more enjoyable and would be taken to another level.
Possible Negatives of the suggestion:
The main negative would be players minging with the voice chat, resulting in roleplay being ruined.
Based on the Positives & Negatives, why should this suggestion be accepted:
The positives definitely outweigh the negatives. The only negative happens anyway and is easily dealt with by warning the user.
For the purpose of concluding, this rule change will provide further roleplay to the server and brings more appeal to play as SCP-999.
