What does this suggestion change/add/remove;
Warfund Server placement: I believe it would make more sense to add the terminal to be placed in Security Sector by either converting an unused room or adding a smaller room (in a future mapping change) dedicated & themed around sensitive stuff that would need more around the clock guarding. This would add more security to such a new important piece of content instead of being in a location that is somewhat out of the way where no one really has a reason to go as only site admin spawn in the location (which are non-combative).
Edit: could also add the warfund tower thing at SOP bunks instead of SS
Ballistic shield ownership cooldown: This would be a new feature for ballistic shields where if they are not picked up after awhile the person that placed it loses their ownership allowing anyone passing by to pick it up. This could be a beneficial way of cleaning up the site from lazy people who just place their shields and don't pick them up again (or cant) and could create interesting scenarios involving people who cant usually obtain or wield them.
Armory weapon handing in idea: Adds a new function for non-combatives to be able to hand in weapons they find on the floor dropped by people, Adding a financial gain for jobs that can only currently rely on the basic low amount of automatic income. This could be a reliable incentive and maybe giving ISD a New "fair" way of dealing with non-combatives holding weapons.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
- Being able to hand in weapons for money / XP could go far into giving non-combatives a better reason to get rid of a weapon over keeping it.
- people being able to pickup abandoned shields could allow people the chance to utilize it when they do not have access to the limited jobs that obtain it.
- People being able to pickup abandoned shields will also help clean up basic clutter around the site since shields are often left behind especially during raids / breaches where the owner cannot get back to the shield.
- The warfunds being moved to a combative spawn stops the minor bloat of putting everything behind non-combative leadership area's of the site which would of just gave Site Admin (or floor 3 if placed up there) less of a headache as site admin wing getting raided for all these new updates stops their RP for the most part due to a raid focusing on that new item(s)

- Warfunds being placed in a core departments (or SOP) spawn area could cause issues however they are combative so
- Shields being wielded by more people could cause more "minging" however it would also give ISD a little bit more to do
- if uncoordinated properly non-combatives heading to SS whilst having a weapon (that might show with the other change) could cause ISD to overact and arrest them for trying to hand them in as communication skills arent the best in the community

I believe these are a few Idea's that turns a good change into a better change for the non-combative side of the server as it would give them a new form of restricted income as both research and medical are extremely lacklustre with how they can make money due to being locked out of so much of the servers content.
