Improvement in yourself from the last app, but still not quite ready.

Your app lists 'visions' you have for the department however I'd say only the first is viable, and even then, at a push.

IA's bar of acceptance for getting whitelist is NOT HIGH. Giving all Agents a say in the department say in how changes are made will result in no progress being made.

Additionally, reworking the FLC? That is EXTREMELY unlikely to happen. It is a system created long ago and refined actively to this day. Made up of input via both O5 and Ethics, alongside SA and DoIA. I understand you are "enhancing" it, in your words, but the fact that you come into the role expecting to make such dramatic changes that differ from what has been developed and built over a long period of time is more worrying than promising.

Additionally, sub-departments, like Sr Agents and such, in IA would likely only divide the department when it works best as a whole. Though it is active at times, I'm of the opinion that it doesn't have a consistent amount of people to introduce another role like that. Agent, Ambassador and then Director is more than sufficient..

Sorry for the yap session, good luck, but if you are denied, please work on yourself a bit more, then the app. Two week cooldown for re-applying does not necessarily mean you should re-apply immediately. Take your time!!!!!!!
