Rule Suggestion Raid cooldown increase

What does this suggestion change/add/remove:
Increase the cooldown of CI's MRs/DCs to match the cooldowns of GOC and Foundation.

Has something similar been suggested before? If so, why is your suggestion different?:
Cannot see anything about this, sorry if it has been.

Possible Positives of the suggestion (At least 2):

Increased amount of time for site staff to conduct meaningful roleplay.

- More breathing room between CI raids, moving the focus away from combat, even if by a little.

- Decreased amount of mass breaches caused by CI, E-11 will also have more time to handle breaches before the next CI raid.

Possible Negatives of the suggestion:
-
Hurts CI's gameplay loop, less combative fun for CI.

Based on the Positives & Negatives, why should this suggestion be accepted:
By increasing the cooldown of main raids to an even hour, back to back raids will become much less of an issue. More roleplay scenarios will be opened up that can be done within the hour gap than before, even just 15 minutes is enough to get a lot more done.

As well as that, the deep cover cooldown of 30 minutes is insanely low. It feels like right after catching the DCs, they are back almost instantly. By increasing the cooldown to 45 minutes, being caught as a DC will feel like it has bigger consequences than currently.

Overall, this will be a positive change to encourage more roleplay in site that previously would have to be put on pause whenever a CI raid begins. As well as that, there will be less scenarios where DC spam occurs, which can become incredibly repetitive and annoying.

Look, all I’m saying is if you think CI only does Breach raids, that’s just not true. We mix it up a lot. And honestly, if someone says there's an important event going on, we usually chill out and don’t raid. It all comes down to communication , we’re not trying to ruin anyone’s important RP (sometimes it happends because people are afraid to ask).

About the cooldowns , they just don’t make much sense right now. Most CI players are active from like 5 or 6 PM until 10 (sometimes it goes to 11 but reduce players) , and in that whole time, maybe we do two Breaches max. The rest is usually D-Block raids, Keycard runs, F3, Ethics — stuff that doesn’t mess with RP as much.

And then there's the DC (deep cover) situation. Getting a 45-minute cooldown after dying at the very start of a DC THAT SUCKS . It happens all the time , you barely get going, get caught, die, and then you’re stuck waiting almost an hour. It kills the whole flow and makes people not want to bother with DC roles at all.

Also DEA and Nu-7 can stop raids by accually planing stuff to counter it .

DEA and Nu-7 unfortunately just do not have the kit to entirely stop the raids, but that is another issue that is getting looked at apparently.

The rest is usually D-Block raids, Keycard runs, F3, Ethics — stuff that doesn’t mess with RP as much.
All CI raids mess with RP, every single one. It requires all combatives attention, because if you don't all CI just sit in D-block forever.

1. Raid starts

Ci dosent control a automatic breach some times it happends and theres not much we can do ill be honest .

im not blaming you for that

i am blaming for every ci hopping on an scp when there's a breach or an scp needs breaching

it should not be communicated between people in TS to hop on an scp to breach

you either breach what you got, or you dont

You do not require raiding to be a nuisance to Foundation as CI are set out to be in lore and on the server, anyone stating otherwise is demonstrating a misunderstanding of CI's operations, or is just a combat addict.

Maybe if we motivated more surface oriented combat (wait a minute...) so that CI had things to do, it'd work! I love actually being able to motivate newer players to stay on the server because no, I promise, you're not going to get RDM fested by CI running into non-combative zones just to shotgun you and kill farm!

if it means that ci doesnt turn into a whole jerkfest of who has the biggest k/d without giving a care in the world about on-going roleplay projects and to actually and meaningfully interrupt them aside from Delta and above, then yes
