Content Suggestion Allow factions to steal each others Warfunds, and trade using them

Content Suggestions will be reviewed by Content Team weekly, please allow time as not everything can be reviewed at once.
What does this suggestion change/add/remove:
This makes it so that warfunds can be stolen via hacking them in the same fashion of MRP. This suggestion would also allow warfunds to be traded between factions, for usage in negotiations. Rules would have to be put in place to prevent CI from Class F'ing a SOP CO+ and just transferring them all of their money.

Has something similar been suggested before? If so, why is your suggestion different?:
Maybe in one of the previous warfund suggestions. Which one if there is? Honestly I could NOT tell you. I just know it isn't apart of the new warfunds update.

Possible Positives of the suggestion (At least 2):
Less disruptive CI raids, as they have objectives that won't revolve around going somewhere and holding it to cause as much chaos as possible.
A raid option for the GOC that isn't majorly disruptive, allowing for more cold ops.
A form of counter play to the warfunds system directly.
More RP in negotiations and what not, as people will likely be more willing to pay via warfunds.

Possible Negatives of the suggestion:
CI may have an edge with hacking, due to their prowess in the field.

Based on the Positives & Negatives, why should this suggestion be accepted:
johnson asked me to make this. Shit isn't even out, but it'd probably be cool. Gives warfunds more familiarity to what was on MRP, and allows for more fun stuff. not really much more to add.

87% of the reason I wanted 3 faction warfunds was for trading them in hostage negotiations, peeps be so petty trading their personal funds so it would be a perfect replacement

Make no mistake, the work on Warfunds has been great and what we have is cool -

However, as the person who, at least will take credit for I guess, soft-ending the Warfunds debate? When I was looking over the past suggestions and writing that suggestion, I wrote it with the idea for trading Warfunds between factions for hostages at its core; It's a large part of the reasoning for why a lot of the previous suggestions that asked for Warfunds, asked for Warfunds. Because there was hesitancy for DEA agents and such to trade out money from their own pocket for hostages, which both doesn't make sense in-RP that they would be personally paying the ransoms, and also disincentivises hostage/negotiation RP and was a massive contributor to the poor state of hostage/negotiation RP at the time.

And the big problem that was had with using Warfunds as a trade currency for hostages was that it had no value.
The things that Warfunds do, are supposed to be a primary catalyst for negotiations between factions.
That was a constant and major sentiment from the community behind prior Warfunds discussion in this subforum. For the entire time, the concept of trading the warfunds to other factions in exchange for things like hostages, was intrinsically tied to Warfunds itself.

But without that component, it's just a purely combative change. This even after issues with development on Warfunds being halted because it was seen as too combative. And then you remove the last non-combative element of it? I don't understand how this slipped through the cracks. How did you add Warfunds, but not add Warfunds?
