Because on UK we had the goat Jack Williams E&TS Director with a Jr.CL4 along with Reactor Technicians with CL3s

If you think you are a techie who deserves a CL4 then prove as such to Site Admin, thats what Jack Williams did, he showed me that he provides as much RP as a Director of a department, in return I kept slowly pushing him up the ranks from Sr Cl2 to CL3 to Sr Cl3 and then Jr CL4 DoETS.

due to lacklustre RP or inactive people, however on UK that is because it was mostly Sinner who managed all that and since he left it's just kind of gone as well as there was no real system
