I've made suggestions to use more in-game communications and it lags the server the more in-game comms there are. Phones are under-used for a reason. Same thing with in-game radios. It's BS but outside of the addons/voice chat in-game being optimized it would just lag the server more.

The issue is that the Foundation is literally supposed to protect and keep civilians safe. They aren't CI. Class-Ds can be classed differently because they're put up for death anyways.
