I do think the Foundation should have a combative form of reality bender, since they are the only ones without one currently.
However, I do not think it should be an E-11 job.
The fact that it would be information overload even when written down shows just how ridiculous the concept of rulings in their current state are. Because currently, you just have to remember them. And as has clearly been seen, there’s a lot, and they’re very rarely communicated.
If staff...
I mean yeah, that makes sense. They belong to an organization that outranks you. Why would you be able to ICly try to hold them accountable without permission when you are below their organization in the hierarchy?
ICly yes you need permission. But if they start breaking OOC rules you can still...

I love getting threatened with warns/bans because of something I literally have no way of knowing because it’s not written down. Not to mention that one staff member may have a completely different feeling about something than the one that sees me do the same exact thing, meaning one...

999 and 2295 aren’t...
Other than maybe 035 since he’s just a regular guy until he gets weapons, this makes zero sense against most of the SCPs.
966 can phase through doors, so a shield isn’t going to stop him.
106 will just pocket dimension you anyways.
096 cannot be stopped by anything
049 would just have to touch...
