Content Suggestion 079 Buff

Content Suggestions will be reviewed by Content Team weekly, please allow time as not everything can be reviewed at once.
What does this suggestion change/add/remove:
This suggestion Buffs 079 by:
>Lowering the Cooldown on draining power from PC's

>Allowing him to Breach SCP's at Level 3/4
>Possibly a way for 079 to do a TE-5 hacking minigame for extra EXP or Energy.

As a counter-balance, 079 would be Nerfed by:
>Increasing the Cooldown on draining power from Camera's
>>The current cooldown is currently around 10 seconds from what I've been told. This would be increased to 20-30 seconds.

Alter his Containment Method in 1 of 2 ways:
>Have there be multiple Generators that needs to be hacked (E.G. HCZ Electrical, CS Closet, F3 Electrical, etc) to recontain 079.
OR
>Same premise as above, but now 079's level is based on how many Generators he has up. Furthermore, he would be able to fix these Generators on a lengthy cooldown (E.G. 10 minutes).

Has something similar been suggested before? If so, why is your suggestion different?:
An 079 buff was suggested here, although this suggestion asks for a completely different form of a buff.
A suggestion was also made to revert the 079 rework shown here as a means to make him better.

Possible Positives of the suggestion (At least 2):
Balance.

Possible Negatives of the suggestion:
More disruptive Breaches.

Based on the Positives & Negatives, why should this suggestion be accepted:
To put it bluntly, 079 is shit after this rework. It's cool as hell, and it looks and works amazingly, but he is an extremely bad SCP. He went from a great SCP that could breach multiple others while they kept their breach tool, a useful addition to a breach, to a joke.
Comparing it to his old gameplay style, it would go something like this:
>Breach Containment
->Go hack out 2 SCP's with a breach tool
-->Go hack Turbines off
--->Go Door Fault D-Block
---->Fuck around with Turrets, dispensers, lights, and callouts.
Now 079 has a lot more 'fluff' in-between all of that. He has to gain energy, wait awhile before doing multiple big actions, etc. This is better, as he isn't stupidly broken, and it gives him something to do instead of just mindlessly hacking the same thing over and over again. It also makes him more beginner friendly, as he doesn't need to be a god at hacking. The issue is that there is now too much time being spent gaining energy, which has made him stupidly bad. Level 5 takes upwards of 30 minutes to get to (That's when you can breach SCP's by the way, one of the only things making 079 as good as he is), he can no longer break Turbines, and he's just a lot harder to play.
And for what, being able to dispense Grenades that deal 50 damage when you're 2 feet away from them, and manually aiming turrets that are in 2 places around site? This has been a flat out nerf. £80 worth of VPoints for one of the worst SCP's in the game. He's so bad to the point that when CI breached him, and held his CC down for 30 minutes, he was still at Level 4, and unable to breach anything. The most he could do was use Dispensers to blow up people, and break some doors.

The changes to how his energy is gathered, and when he can breach SCP's would help in making him a much more respectable threat, as although these changes would still have him be quite weak (imo at least), he would be able to at least do something. This could have the downside of 079 being really powerful later on if the SCP's are able to defend his CC well, but I haven't seen an 079 get to that stage yet, so I'm unsure of how he would perform then.

The change to his Recontainment method would also assist, as 079 is overall tougher to RC. Since he's lost TS, he can't communicate with his allies, so this would be a great help. The second form of changing his Recontainment method may be too powerful, as breaching an SCP would immediatly be an option, but he would still need to gather Energy for this. This would also make him weaker/stronger depending on how well MTF/F have managed 079, until further into the breach, where say ERT arrive.

Also isnt the "Breach SCP" ability like 30-40 minutes long alongside requiring level 5?
It doesn't have a cooldown but it drains all of your energy once you get to level 5 (17 energy usage which is the max) but getting to level 5 takes so long that it ain't even worth it breaching 079 to the fact that you need to use almost all your energy to break equipment etc.

BTW, you cannot drain power from cameras you can only break them that's why it is 10 seconds
