What does this suggestion change/add/remove:
This change would allow 096 to open doors when he's wondering, only doors that do not require a keycard however

Has something similar been suggested before? If so, why is your suggestion different?: i do not believe anything similar has been suggested

Possible Positives of the suggestion (At least 2):
this would allow 096 to roam further when hes in his roam state making his breaches more fair to him as scrambles and buckets counter him so harshly the least he should be able to do is open a door with no security clearance.

Giving 096 more freedom when roaming would encourage more people to play on 096, as it stands due to his whitelist most of the people who can play him don't usually due to the severity of his counters

Possible Negatives of the suggestion: i really cant see how this could be negative other than 096 being able to go further than intended when breached.

Based on the Positives & Negatives, why should this suggestion be accepted: This suggestion is a relatively small change that only effects those who have the ability to play as 096 and those who try to recontain him, he already moves really slow and is easy to recontain.

As an 096 main, I can sort of see your idea here. I think a lot of the downvotes come from the fact that 096 itself is actually very strong in the majority of situations it's present in, but never really by itself - And the fact that its breach operates very differently to how other breaches work. It has different balancing.

Additionally, my immediate thought is that "it doesn't make sense for 096 to be able to just wilfully use CL0 keypads and open their connected doors" given its nature. I don't think this is particularly abusable by any means. Most extreme example I can think of is someone ducking into a little CL0 area such as the entrance to reactor? And just hiding in there? But A) They can do that already with rooms that have standard non-keypad doors (096 can use those doors) B) The rule against SCP camping is still a thing and I think could apply here.

I don't see very many ways to abuse this. The more I think about this idea as a whole... It ultimately seems harmless? I mean, there's the angle of it encouraging undesired behaviour on 096? With very niche stuff like opening and closing doors for other SCPs, especially in situations where 096 needs to sit still after getting all targets, and is near a keypad (Which in my experience, is more often than you'd think) - So something like 096 + 8837, if 096 is just near the keypad, opening and closing a CL0 door for 8837 that's fighting people who are on the other side of the door, that's basically the difference between life and death for the 8837. The 096 doesn't care, they're invincible. And they're certainly not getting beamed and cuffed because the 8837 is holding off everything trying to do so. But this is a whitelisted role, we have rules for this role & expect people on whitelisted roles to behave. The example scenario I gave would absolutely be actioned against if taken to a sit.

Honestly? ...Just don't make it immediate. Make it a timed thing based on how long 096 is near the keypad, so that it's less "096 immediately and wilfully going for the CL0 keypad to open the door" and more "096 just so happened to bump the CL0 keypad and open the door." This way it wouldn't be as abusable, nor would one or two closed CL0 doors completely destroy the enjoyment of an 096 breach, while also giving 096 a little more threat that IMO, it could use. That kind of addition would be perfectly balanced, IMO.

096 is blind in lore how is he meant to do this?

Regardless of if he is blind or not, 096 breaches on their own are (a majority of the time) crazy easy to counter. 096's main motivation (at least from my perspective) would be to escape to surface and find an isolated area, far away from any populated area. This would make it MUCH easier to achieve.
