Do you have any experience as a high rank on MilitaryRP?:
Yes, I was USSR High Command back in afghan,
it was my first time as HC and I've learned from it to do better
in the meantime.
What makes you the best candidate for High Command?:
After my resignation from UHC, I was on a break for a less than a month,
and joined back to the server as NATO Main, I'm improving my activity and working to have
interaction with other CO's, most of people does not know me so I'm trying to talk to them
and have a nice chat, lately I see Regimental Commands leads war
and I want to help NHC to get their activity back, and have a really good time
I know my tactics to lead a war and act as Regimental General

You didn't really answer the question "What makes you the best candidate for High Command?:" properly.
Essentially what you're saying is:

1. Your History on the Server (Which isn't asked)
2. What you want to improve on (Which isn't asked)
3. Increase NHC Activity (Which is required)
→ If you apply for NHC, activity is a requirement once you get accepted.
4. You "knowing" Tactics to lead a war (Which is required)
→ As HC, some level of Tactics is required, which when you were UHC, you didn't show.
5. You're willing to act as a Regimental General (Which is required)
→ If you were to get HC, you would be assigned to a Regiment of your choice. (As far as I know)
6. That anyone can contact you, if they want to talk (Which isn't asked)
→ You should've mentioned this at the end of the Application. Not in the question.

The question says, WHAT makes you the best candidate for High Command.
For example, you could say, that you have experience as HC, meaning you know how to deal with certain Situations that other people, without that experience don't. Generally, I would recommend you to think about the Question, if you actually answer them Correctly.

You didn't even answer the question: "List your in-game ranks on MRP:" correctly.
→ You listed your in-game ranks and previous ranks, which isn't what you were supposed to do.

You need to read precisely and answer exactly what is questioned.

Edit: I would also recommend you to give examples. + use the "align left"
