Adds a riot control vehicle for AOR and MPK

Possible Positives of the suggestion (At least 2):
Creates more RP for AOR and MPK, allows them to have an armoured vehicle to travel around base in, or maybe sort out issues within town if either side owns it.

Possible Negatives of the suggestion:
N/A

Based on the Positives & Negatives, why should this suggestion be accepted:
It allows AOR/MPK to have some unique content as currently they have essentially none,
