What does this suggestion change/add/remove: Adds back the alert war state

Possible Positives of the suggestion (At least 2):The best, most intense war state in the game will return and flash wars will be more intense.
Possible Negatives of the suggestion: None. Absolutely None.
Based on the Positives & Negatives, why should this suggestion be accepted: Because it adds more reason to stick around during peacetime, could be interesting to see this return.
As you can see I am very enthusiastic about this.
