Content Suggestion Adding Elastics to the Deep Cover Loadout

What does this suggestion change/add/remove:
This suggestion would add elastic cuffs to the spawning loadout of Deep Covers.

Has something similar been suggested before? If so, why is your suggestion different?:
I believe that this was not suggested before.

Possible Positives of the suggestion (At least 2):
Being more balanced with other roles that have a disguise card and are expected to "infiltrate" areas. Such as: O-1/A-1 specialist, all of External Affairs, all of Internal Affairs, UNGOC Assessment Team (which is the most similar to Deep Cover) and UNGOC Field Operatives.
(I believe this is an exception for "<X> Class / Faction has this, we should have <X>" as it universal for similar roles.)

Making it easier for staff to do refunds, as Deep covers always use Elastic Restraints.

Deep Cover being able to access one of the core parts of their role without having to wait for 15 minutes each time to dispense Elastic Restraints.

Possible Negatives of the suggestion:
I have been thinking about making this suggestion for months, and I can not think of a single reason this would have any negatives.

Based on the Positives & Negatives, why should this suggestion be accepted:
I believe that the reasons above draw their own conclusions, but for a summary:
Deep covers being offered the same tools (on spawn) as their counterparts, being an easy implementation, and not drastically changing anything about the fundamentals of the role, for this is why I assume this is an easy decision for the Content Team.

Finally, who can suggest adding elastic restraint to Deepcover? That's why GOC has elastic restraint, but we don't

DC not spawning with restraints is so dumb considering you lose them and don't get them refunded when you inevitably get metagamed

I don't think, I would say DC its only goal or capture kidnapping, but it is fair to consider that violating the policy handbook could be a valid reason

Kind of makes sense - but I think DCs not spawning with Elastics mildly makes them weaker on surface and I think CI being weaker on surface is good.

It also makes it riskier to start a DC by dispensing all your items at base, since the chance to lose such a critical item could happen if you don't properly sneak over to the base you're invading.

DC's shouldn't start with elastics imo. It makes them too powerful on surface and makes kidnaps even easier. It also "bloats" the amount of elastics already in the game, if every jobs has the ability to easily kidnap, its too easy and not much fun for any other factions fighting against CI if they constantly risk being kidnapped by every single civilian because they put their gun away for a few seconds to heal up, and then the DC's claim metagame and "ruleplay" through the sit until they get their refund, its extremely boring and discourages surface roleplay and combat further.

Based on the arguments against this suggestion, can we remove Frag grenades from all classes with it as they can grab it from dispensers, handcuffs from ISD as they can get them from dispensers etc etc. It really is just a quality of life update and is really no buff / nerf for anyone / anything.
