What does this suggestion change/add/remove:
KGB Need a reason to do searches and without a valid reason can not conduct the search

No it hasn't.
Possible Positives of the suggestion (At least 2):
People can have contraband ready in the chance of getting kidnapped
KGB Cant disrupt Debrief for a search
Possible Negatives of the suggestion:
People complaining their reason isnt valid and/or carrying on without a reason
Based on the Positives & Negatives, why should this suggestion be accepted:
This suggestion should be accepted because i think Most people can agree if you have cyanide pills (or any contraband) in case you get kidnapped and forgot to put them in your stash its annoying to have them taken away and be detained. Also many times KGB conduct bunk searches and when asked why they respond with 'thats none of your buisness' or 'Because we can'. They would have too ask HC for permission to do a search. Without a valid reason their request will be denied. The only downside is some KGB may not be happy if they cant conduct a search.
