Denied Change The Metagaming rules for AOS

What does this suggestion change/add/remove:
[Allows IA or others to call an AOS on somebody without seeing there keycard.]

Possible Positives of the suggestion (At least 2):
[We will be able to actually call AOS on People instead of getting killed and being able to do nothing about it since most rules breakers dont want to show there keycard.

Stops minges from going about and improves everyone's time in the server]

Possible Negatives of the suggestion:
[Literally none]

Based on the Positives & Negatives, why should this suggestion be accepted:
This should be accepted as there will never be an AOS ever again since again nobody is gonna show there keycard.

Making minges and general rules breakers who can abuse 106 basically be untouchable.

With this IA could be more effective and people wouldn't be mad over the fact we can't see their keycards so we can't arrest them ontop of that it makes minging a lot more easier to deal with.

The way I see it is that unless someone is on a job where a codename would make sense they just have a name tag with their name on it, if they have a codename it's their codename instead, obviously exceptions for like CL5 personnel and that but having it where the names above people's head are just the name tags on their uniform would actually allow IA to do their job, as well as anyone else who needs to perform an AOS. Not only would having to check ID cards to know names prevent making a AOS based on seeing something impossible it would also make carrying out that AOS incredibly difficult, if you need to arrest a Cadet you would theoretically need to ID check all cadets until you find the one you need which is just kind of a bad system.
