Big handheld cannon for E-11 shreds SCP-035 - More at 5
Imagine seeing this thing waltz around HCZ

What does this suggestion change/add/remove
New warfund weapon for MTF Epsilon-11: “Anti-Kaiju Rifle” (or for a more serious name, the Heavy Yield Device for Resistant Anomalies - or HYDRA for short)
Model-wise, it would look something like an oversized sniper rifle - refer to the ".950 JDJ Fat Mac" for inspiration
For ease-of-reading, buffs are green, debuffs are red and general stats are yellow
  • Warfund cost: 800,000$ (I’ll be honest, I have no idea how valuable warfunds are, I'd like to ask content to find a number here that seems fitting)
  • Base damage on humans: 1000
  • SCP damage: 2000-3000
  • Max ammo count of 2 + 1 in the chamber, firing all shots removes the rifle because of it “breaking from overuse”. The HYDRA's ammo can't be replenished either
  • 15 second reload
  • Terrible accuracy (30 degree cone from crosshair) unless aiming down sights
  • Aiming down sights takes 5 seconds, with accuracy becoming pixel-perfect once scoped in
  • Movement speed while holding the HYDRA is lowered to 33% of the base movement speed
  • Holding the HYDRA makes your footsteps incredibly loud and able to be heard from far away
  • Unable to jump while holding the HYDRA
  • Taking the HYDRA out takes 10 seconds
  • Shooting the HYDRA temporarily deafens all non-SCP’s nearby (within 10 or so meters) like the flashbang’s deafening effect
  • Shooting the HYDRA temporarily blurs the vision of all non-SCP’s nearby
  • Shooting the HYDRA deals 20 points of damage to the user
  • Shooting the HYDRA fractures the user’s arm
  • Shooting the HYDRA kicks the user back by a few meters via recoil
  • The HYDRA’s firing sound has a range equal to roughly the entirety of HCZ
  • The HYDRA can’t be dropped upon death to make sure some juggernaut doesn’t get it with the IC explanation of “it’s too heavy and awkward to pick up off the floor on your own”
Yes, there are a lot of debuffs to this thing to balance the damage out.

Has something similar been suggested before
Warfund weapons for E-11 have been suggested before - and so has a E-11 sniper rifle - but a portable hand-cannon has not.

Possible positives of the suggestion
  • Gives E-11 a more strategy-based weapon to use against SCP’s
  • Makes fighting E-11 more rewarding for SCP’s if they kill the HYDRA user


Possible negatives of the suggestion
  • Gives E-11 a very strong weapon which could one-shot a Juggernaut/SCP-035 if used properly - though the former could be avoided by just adding a rule that it can’t be used on humans
  • Might shift the balance too far in E-11’s favour when it comes to fighting SCP’s

Based on the positives & negatives, why should this suggestion be accepted
E-11’s entire strategy for fighting SCP’s is throwing operatives at it, shooting a mag or two into the SCP and respawning. There is barely any strategy to it (except when fighting reality benders or SCP’s such as 682 which have special abilities), and I believe a strong, (practically) single shot weapon could add a new way for E-11 to fight SCP’s.

E-11 would no longer revolve around throwing yourself at an SCP, rather they could use warfunds to hold the incessantly long hallways of HCZ clear of an SCP. An SCP that’s aware that a HYDRA user is holding a sightline would not dare to push this sightline, forcing it to work around the mere presence of the HYDRA.

The HYDRA of course wouldn’t only be beneficial to E-11. It would punish shooting it when someone is near due to the immense amount of energy that is released when the HYDRA is fired. It would greatly reward being stealthy and communicating with your team that "don't come near this area, there’s a HYDRA sitting there”.

SCP’s could enjoy this as well. Of course, a breach ended instantly because an E-11 PVT with a HYDRA just so happened to spot the breached SCP-035 wouldn’t be fun, but the satisfaction of killing a HYDRA user would be unmatched. It’s like killing an ERT member with an unused nerve gas on them.

This suggestion should be accepted because it gives E-11 a whole new playstyle during a breach and isn’t all TOO powerful. It would do 6.25% damage to SCP-682 for example, upon which you’d have to wait another 20 seconds to fire it.

We also can’t forget how insanely funny it would be, though that’s not really a valid reason to accept a suggestion. Still worth mentioning (and I can absolutely see uses for it in a GM way).

I think you have over-debuffed it needlessly, a couple of players can rip 2k HP off an SCP relatively quickly so with debuffs = damage ratio it isn't really worth it.

I like the concept though
It could oneshot SCP-035, do 25% damage to 966 in one shot, etc.

More damage means it'd be even less fair for SCP's, less means it would become useless. I found 2-3k damage to be the sweet spot because only 035 gets oneshot, everything else just gets damaged majorly.
 
I can't lie, this sounds cool, but the debuffs on this would just completely demotivate me from using it. If this is added, in my eyes, it would be just a checkmark for the devs to say "Oh, but we add content for E-11" or something.

For example we are reduced to 1/3 of our original speed as you say. Once the rifle is fired, it breaks our arms, meaning we can't switch weapons, so we are locked to the 1/3 speed.
In addition, we are blinded with other debuffs.

This is essentially a glass cannon with sacrifice sprinkled on it. Since we can't replenish the ammunition, you could say to just fire all the shots at once, but this would be a waste against 035. (Although we wouldn't be requesting this when it is just 035 breach).
HCZ is not exactly a long range battleground, not even medium most of the time. It is always close quarters mostly. You could try to engage from the E11 bunks catwalk, if the SCPs are running on UHCZ catwalk, sure. But there are just too many things with it, that would make it undesirable in my eyes.

Maybe change the speed penalty to only be present, when aiming in and/or only break the arms when all 3 rounds are fired at once. This way, atleast there is a chance for the user to escape and preserve the rifle, instead of firing it once and dying immediately to an SCP

So a couple things, I think the debuffs are a bit much mainly on the footsteps and slowness while holding this weapon. How ever I think this is a good idea and something fun to use. I would like to see this as a hand cannon like destiny rather than a sniper tho due to hcz being constant corners and little "long hallways". Also I would rank lock this at LT+ because enlisted - NCOs could cause issues with it.

After all that being said +support with changes

It'd be a warfund item - they couldn't call it in anyways, and if they got ahold of it and abused it they could just get reprimanded.

It is insanely hard to balance what is essentially a free few thousand points of damage. I tried to make it both very powerful but very risky to use - high risk high reward type of deal.

You could still drop it ordinarily; it just wouldn't drop upon death to prevent, like, a TG or 035 or CI Jugg from getting it. It could be stashed after a breach in E-11 bunks.

A 30-degree spread cone is still accurate when you're right up against the SCP. The whole point is that you're meant to be sluggish yet incredibly powerful, and it requires coordination and timing to use properly.

What do you mean by "fired at once"...? It's a single-shot, bolt-action hand-cannon type of weapon. I'd be all for adding a "triple shot" mechanic if it also broke all your bones and downed you and whatever else.

The weapon this is based off of fires a 1-pound solid brass bullet. There's videos of 6'3 240lbs guys shooting it (resting on a table) and getting knocked back a few feet. Your average E-11 operative would barely be able to haul it along, let alone hipfire it

I misunderstood/misread the "firing all shots" part then.
This would make it, in turn, incredibly powerful. You'd have people sprint around on potent with the HYDRA on them, locate the SCP, take the HYDRA out and shoot the SCP point-blank. The whole point is that you're meant to be sluggish yet incredibly powerful, and it requires coordination and timing to use properly.
Then make it, that it can't be fired without being either zoomed in or holding the fire button for 5 seconds (Piggy backing off my idea, that the speed penalty comes into effects when you try to zoom in or now say fire it as well). My personal issue is the movement, since I wouldn't exactly want to lose 800k in a CQC. I would want a way for the user to reposition themselves safely. Over time, the SCPs will start to target the sniper user if they see it.
