Denied Hostage Negotiations

What does this suggestion change/add/remove: Makes it so the person trying to buy back cant just say "money only", make it so everyone can suggest a helicopter/tank and the opposite side has to give them the same category of what they want

Has something similar been suggested before? If so, why is your suggestion different?: Nope

Possible Positives of the suggestion (At least 2):
Makes it worth kidnapping people
Makes it more of a punishment for being kidnapped

Possible Negatives of the suggestion:
One side might win more wars, due to more vehicles

Based on the Positives & Negatives, why should this suggestion be accepted:
Makes the server more realistic
makes it so the enemy team don't just offer money and say no to any vehicles

we mainly pay money which will feel rewarding to the person who does the kidnapping becaus they get some of it. it will also pay a bit to aor who has to deal with negotiations and keeping cuffs on the hostage. this will also force everyone to just say oh gimme a himars for this 2lt. this is just a bad suggestion and not realy thought out one aswell becaus this can take out your stock pretty easly

There are rules afaik about negotiating vehicles, u can't ask for a Tank in trade for a PVT, so while it would work in some levels, in others might be too broken, like asking for a Himars as previously stated, the max that it could go is to the 2nd to last Vehicle (Before the Challenger, and whatever NWO gets), and before the Blackfoot on both sides, therefore, each side would potentially lose 1 vehicle, out of the 2 they can have stock, also HQs and Himars/SCUD should be excluded since they are already excluded from the vehicle deployment limit rule

The vehicle options is for there to give you something if they can't afford the price tag of a hostage and vehicle are too important to wars what happens if one side kidnaps a bunch of RC/HC it would ruin a war.
