Rule Suggestion Increase Sampling limits for GOIs

What does this suggestion change/add/remove:
This rule simply changes that for GOI's (CI, GOC and MC&D) gets their sampling limit for SCPs found in foundation to be increased to 5 or 6L. This is because as a GOI it is way harder to get samples then hopping on foundation and getting 3L very easy. Maybe even increase the amount allowed to sample if the SCP is in the GOI's base to 6 or 8L. (This would not include SCPs found on surface as they are way easier to sample then SCPs found in the foundation.)

Has something similar been suggested before? If so, why is your suggestion different?:
People have asked for general increase in sampling limits but not for specifically GOI's.

Possible Positives of the suggestion (At least 2):
-More reason to raid for samples for GOI's
-More activity within GOI's
-Possibly more RP scenarios (EX: DC needs to get approval to samples a SCP form SA so he can keep his cover.)

Possible Negatives of the suggestion:
-Increase in chems being made.

Based on the Positives & Negatives, why should this suggestion be accepted:
Overall this suggestion would give GOI's to have more activity and GOIs would have some type of a upper hand against foundation when it comes to samples.

CI have a hard time getting SCP Samples as it is, and majority of our samples come from other jobs and on the rare chance we kidnap a SCP we can only get 3L which kinda sucks.

I'll be honest I don't know if this will be accepted because SSL/NL would have to be okay with a big chemical influx into the "market".

Foundation are able to get samples way easier than every other GOI (Something which is especially present with the new Nerve gas needing SCP samples)

Honestly considering how many samples Foundation can get from Surface SCPs (3L for A1, 3L for O1, 3L for Ethics, 3L for O5, 3L for RSD, 3L for DEA, 3L for Nu7, 3L for E11, 3L for SA, 3L for IA, 3L for GSD and 3L for Medical) while Ci, GOC and MCD can only get 3L each it should also be changed tbh

About the DC sampling idea

All SCPs, excluding 008, have their sampling amounts set to 3,000 mLs. If a Researcher came to me asking for more, I'd literally just tell him: "You can't. That would break server rules. 3Ls are the max amount you can take." To overrule that limit you'd need to go to O5 or Ethics anyway since they are the only people who can override sample limits IC. And even still they might not authorize it due to the server rules for Foundation. You'd have to OOC expose yourself as a DC for that to be approved and you better believe it'll get metagamed anyway. Your safest bet as a DC is just getting the usual 3L document and then stealing the extra amount at the CC after killing the guard or something since they'd undoubtably arrest you or call a sit since 3Ls is our cap.​

People on god gonna hate me for this, but I think sampling should be harder to do, not easier, as much as I love breaking in and sampling as a DC/MC&D - Foundation just should have it easier (it makes sense to).

I see your point but at the same time, there is no reason to play CI if you want samples. i can just hop on DEA and spend a hour less on trying to get samples rather me playing on CI and getting into foundation, sneaking pass people and getting everything i need to sample. And DEA in that time frame of CI getting all they need for sampling can get like 5 times the samples. (this is not including all of foundation bc nobody is keeping track of how many samples are being taken. The only people that get tracked on how many samples that get taken is CI/GOC bc there is way less people to keep track of.)

+support with what john said above, pretty much half the foundation has branches dedicated to farming samples with 0 RP and skill involved they just do it over and over again until CI raids and then repeat, if CI and GOC were to infiltrate a heavily guarded base or capture an SCP it should actually be rewarding because they put a lot more work (and in the case of a DC, some RP) into doing it

Also think about it this way - wouldn't you rather CI be doing this over mass breaching? Just a thought
