What does this suggestion change/add/remove:
This suggestion adds a keycard holder to the CI Command Office, the DEA office, and the GOC storage area.
These keycard holders can hold up to 10 cards. (Alternatively, have different limits by clearance level.)
They can hold any cards from any faction, including your own.
When viewing cards, the full name and rank of the player it's from is displayed in large text.
The holders do not store cards between resets.
(Optionally, only certain clearances can take cards, while everyone can deposit them.)

Possible Positives of the suggestion (At least 2):
Gives CI a small buff in order to deal with the numerous increases in foundation power.
Reduces server entity lag from dropped keycards.
Makes it easier for players to choose a card to grab without straining their eyes/having the name of the card cut off.
Gives another raid target for factions.

Possible Negatives of the suggestion:
This mainly benefits CI.

Based on the Positives & Negatives, why should this suggestion be accepted:
Considering that CI has had a severe losing streak in terms of content and power, it only makes sense to give at minimum a small buff to CI, while reducing some server clutter. This also reduces player inconvenience by removing the following common issues:
  • Grabbing the wrong card
  • Having to gravgun it back to a shelf
  • Grabbing a card without realizing there's a card that matches your disguise
  • People stealing cards
  • People being too lazy to put cards in a secure area
  • Losing cards by forgetting where you put them

would probably make keycard raids holding garage etc extremely rare

I don't agree, this would just mean in situations where a server lag script is called, we don't loose all of the days keycards.

Heck, push comes to shove, being able to store 5 keycards is a W.

Keycard raids will still be viable, as we need to get the keycards to begin with, and this just allows us to keep clutter down in the form of dropped items.
