What does this suggestion change/add/remove:
- Decrease the maximum amount of CI online to 10
- Make CI a 40 slot regiment

Possible Positives of the suggestion (At least 2):
- Less emphasis on combativeness.
- Less disruption to roleplay on surface.
- Puts CI vs GOC and CI vs F on a more fair playing field on surface.
- More importance placed on deep covers and sabotage, which is better roleplay than the standard raid.
- Players who are only here for CI combat leave the server, or learn to roleplay. Players who are only here for PVP as CI clearly have "No Intention To Roleplay" (NITRP) which shouldn't be encouraged.
Possible Negatives of the suggestion:
- Disrupts the balance of the server.
- Unforeseen effects on SOP.
Based on the Positives & Negatives, why should this suggestion be accepted:
In my opinion, the root of the majority of the problems on the server stem from CI. Players are funneled into CI, an inherently non-roleplay faction, and never learn roleplay skills that would benefit the quality of the server. instead, they adopt a winning mentality and only care about stats such as KD.
Players who are only here for combat should not exist on the server. It's fine to have some level of combat and to enjoy it, but if all you do is shoot the other faction and you have no idea what to do outside of it, you shouldn't be on this server.
By shrinking CI to be a minor faction, they are forced to leverage RP tools, like UNGOC is. They won't be able to dominate surface and make it a non-roleplay zone as they have in the past with such ease.
