Denied Make MTF Keycards Scale with rank (MTF DEPENDANT)

What does this suggestion change/add/remove:
[Make keycards scale with MTF Ranking (excluding A1/O1) Example: A Nu7 LT flags onto marksman and keeps his CL4 card.]

Possible Positives of the suggestion (At least 2):
[Makes jobs more efficient for Cl4's if the Cl4 job is full.
Allows Cl4 to still access bulkheads even if they have to swap to something like a biohazard (E11)]

Possible Negatives of the suggestion:
[CI can steal more cl4 cards easier]

Based on the Positives & Negatives, why should this suggestion be accepted:
[Its an overall QOL change that isn't too hard to add. Plus it doesn't make sense if a Cl4 flag sonto a different role but also retains their ranking (Cl4 swapping to operative if cl4 slots are full loses his CL4 card but retains the same authority) ]

Nu-7 would love this.

+Support would make sense, as most mtfs have more reasons to play on the CL3 jobs than the CL4 and then you completely lose out on the ability to use your cl4 in a situation which demands it. (Like an 079 breach for an E11 CO that isnt on the officer job)

I would love for this, however I can feel the denial reason being that its "too overpowered"

I dont see how it'd be overpowered, and realisticly an officer who specialised as a medic is still an officer end of the day, and would still have a cl4.
