Accepted [MRP] Allow MPK/AOR to select type of crime

What does this suggestion change/add/remove:
This would allow MPK/AOR to select whether a crime was an Infraction, Misdemeanour or a Felony, removing it from a selected amount of time.

Possible Positives of the suggestion (At least 2):
The positives would be that it allows for a more dynamic arresting infrastructure, and would allow crimes to go punished with lesser sentences whilst still carrying the severity of the criminal card. Someone commits some tomfoolery that would usually have a 60 minute sentence? They still get a felony charge but can be arrested for 5 minutes.

Possible Negatives of the suggestion:
It may encourage bad behaviour if MPK/AOR become too complacent, but I don't see that as being a problem. Could also be abused by allowing them to select felonies for infractions etc, but that can already be done.

Based on the Positives & Negatives, why should this suggestion be accepted:

Currently we're trying to shift our police forces away from longer arrest times, it's very rare that we will arrest for more than 20 minutes, and a lot of newer players to these regiments won't be aware of the protocols surrounding it. Allowing arresting officers to select the type of crime seperately would do the following:

1. Force people who commit these crimes to actively have this reflected on their criminal card
2.Encourage MPK to use lesser sentences for crimes that have no real impact against other players
3.Reinforces the punishment of red cards within the UAN

Personally just think this makes sense, we don't allow arrests over 30 minutes anymore, the windows we have for arrest times aren't really flexible enough to work with. And sometimes, I just want to arrest someone for a couple of minutes for being a moron, this goes down as an infraction 100% of the time, when behaviour may have been a misdemeanour.

Let's say also, someone commits a felony unknowingly (quite rare but for examples sake). They have a perfect green card, no arrest record. It's not fair that they be slapped with a 20m sentence for being ignorant. Should be a few minutes max, but still reflect as a felony on their card.
