Make a clear rule about who can fly (SC/AC) and in what conditions

It is to clear up confusion

Based on the Positives & Negatives, why should this suggestion be accepted:
This is something we need,there should be a clear rule about who can fly,and when can SC fly (in what condition),it is such a simple suggetsion
