Content Suggestion Reconsider 912's role due to it being outdated and unfair

Content Suggestions will be reviewed by Content Team weekly, please allow time as not everything can be reviewed at once.
What does this suggestion change/add/remove:

Hello players of Civil I come to with something that really needs to be considered which is 912's role in the foundation. 912 purpose is to be an immovable rock that can't do much damage but is able to handle a lot. With that I have ZERO issue's with and see him as a nice touch to D-block and other places but one must consider that 912 is theoretically INVINCIBLE and can't be killed via ordinary means leading to gridlocks in Inner D-block that are unfair and plain unfun. Before you say, " I've seen 912 captured plenty of times by D-class and I don't see a reason to change his playstyle". Understand this, funny memories or something that isn't EXPECTED linger in the memory longer than just seeing 912 beat a TB who doesn't have a cl3 Keycard to death. Or "912 exists in order to stop D-class/Tb's from hiding in the bathrooms the whole time". The main reason TB's hide in the bathrooms is because they fear the time spent waiting to get TB or time spent collecting scrap for their loadout will just get wasted when 912 eventually comes around. Once again, I'm not saying 912 is pointless and unneeded but it's time we reconsider how much Civil has changed and how 912 needs to change with it. GSD over time have only gotten stronger with D-class getting endless nerfs and it's time for the main complaint from D-class to be answered.

Number 1: lower 912's main health pool during his non breached state from 14k to 4-6K. This way D-class have a chance in lower numbers to contain 912. Always remember that 912 isn't the only one fighting and if he is contained by D-class GSD usually easily recapture him by force. When he breaches have his health shoot up to 14k in order to make him a viable breach

Number 2: Change how recontaining 912 works, 912 shouldn't be able to regain all of his health if he is recontained when he wasn't breached. But I also agree that won't help and just lead to problems to have it be about a 10-15 timer when he can be recontained to regain his health.

(Optional) Number 3: Change the Keycard lvl for RC'ing equipment in D-block's dispenser from CL3 to CL2 due to how difficult it can be to get a CL3.

Has something similar been suggested before? If so, why is your suggestion different?:
Yes, by me, however instead of simply removing 912 from inner D-block we balance him to go from an unfair and almost instant win scenario for GSD to a challenging but fair challenge for D-class and a chance for GSD to breathe and regroup.
Possible Positives of the suggestion (At least 2):
1. 912 becomes fair
2. D-class aren't always preventing from continuing a riot because of 912
3. Less complaining and issues with 912
4. More of a reason to have D-class show their cards instead of hermiting in the bathrooms
Possible Negatives of the suggestion:
1.912 might be too easy to capture
2. difficulty coding
Based on the Positives & Negatives, why should this suggestion be accepted:
912 needs to be reworked and or rethought as he is by far the most unique SCP when non-breached. It's a great idea but a bad execution and I hope this post will be at least partially accepted and not ignored, being seen a cope post from someone who can't handle losing. It's fine to lose but it sucks to lose unfairly.
Thank you taking time out of your day to read this post and hopefully express you're own opinion on it.

Only thing here that is semi decent is the health change from his non breached status. But even then, 4-6k is too low. Maybe 8-11k health.

Even then though, it’s kind of a skill issue to get called out as TB early enough where your still in D-Block considering there any many abilities that make it semi easy to get out.

This is the only part I support.

The rest I don't support.

I also think non-breached 912 should get debuffs from being damaged to very low health, so that gensec actually have to value it instead of using it like some unbreakable tool

I agree with the general consensus of not wanting to destabilise riots in favour of D-Class, but the way gensec use 912 atm is stupid. There should be some point at which they need to start actually valuing 912 for fear of the D-Class potentially damaging it. And the only reason they can get away with it is because they know it's a game.

Only thing I support is the health changes. Giving D-Class beams with level 2s would be incredibly frustrating for GSD
frustrating for what? its not like beams are useful to combat or something, if else, its going to allow GSD to know easier when dclass have CL2 cards

and 912 being the only SCP that can enter dblock (and during code 2 only) its not a big deal.... Yes i know some 999 or 2295 will minge enter dblock and getting captured, but that already happens

I think the problem with 912 is that it appears used universally as a tanky cadet. Everyone in a uniform can give it orders, and it can't get anywhere without being led. You have minimal ability to actually arrest people - even Class-D - because the rules that dictate 912 suggest it should avoid lethal options for those who haven't used "lethal" force on it.

I think people would be less likely to abuse 912 this way if there were a few rule changes/clarifications:

1) 912 should be assumed to have a body camera for IC use, this way they can submit evidence to ISD in the event it needs to arrest foundation staff. (or let him pick one up)

2) 912 should not be permitted to finish people off, only wound them and take them to a medic (and give 912 the ability to drag downed people pls) this would make them less lethal, and give Class D an opportunity to get picked back up into the fight.

3) Limit who can give orders to 912 to "recognised authority", meaning that they can't be ordered into D-block by junior security personnel.

4) I've noticed a few 912 go after Class D that have weapons who aren't using it in a threatening manner. 912 should not hunt people down just for having weapons, it should only go for any non-uniformed personnel that it has witnessed use the weapons in a threatening manner against itself or security personnel. This was clarified to me by @Yellow on Discord:

1) Since 912's rule on this specifies "dangerous individuals that pose a threat," it doesn't necessarily have to arrest every non-combative for simply having a weapon, it's more when one actually poses a threat with said weapon or 912 is ordered by uniformed security to do so

(also make sure 912 rules popup is a bit clearer, as the blurb that appears when you first join as 912 doesn't cover them all)

For possible coding/misc changes:

1) Give Class D some sort of expensive item that allows them to better limit 912's movements or effect while in D-block, such as a tool that lets them slow/stun 912, force him to leave D-block etc.

2) Give 912 interrogation tool, it already has elastic cuffs & handcuffs and is often used to assist with sweeps, so this would help it be a bit more useful in its unique role.

3) Give 912 access to comms (while not breached lol) or otherwise CL1, I've gotten stuck a few too many times as 912 and some IC ways to rectify that would be helpful
