Rule Suggestion Remove Rule 3.1(d) Chaos Deep Cover and move the job to Beta rank.

Remove the rule:
3.1(d) Chaos Deep Cover - Chaos Insurgency deep cover may only enter the facility or UNGOC base when authorised by a Chaos Commanding Officer. Entering either as a deep cover requires valid reasoning, e.g., A member of chaos has recovered a foundation keycard, allowing the deep cover to enter and retrieve files. Deep Cover may not re-enter either location after death unless a separate infiltration mission is approved by a CO after cooldown.

Increase the rank requirement for the Deep Cover job to Beta.

Has something similar been suggested before? If so, why is your suggestion different?:
I do not believe this has been suggested before.

Possible Positives of the suggestion (At least 2):
. Will put less restrictions in front of playing a donator job
. Will give CI players better access to their passive gameplay/RP loop outside of main raids
. This rule is an OOC staff ruling and enforcing it requires monitoring of Deep Cover activity by the CI's CO team as Foundation players have no real way to know if a Deep Cover mission has been authorised - an OOC staff ruling should not have to be enforced by non-staff players, removing it will lift this burden from the players and correctly allocate it to the staff team
. Increasing the rank requirement for Deep Cover to the Beta rank will help mitigate any ignorance of Deep Cover raid cooldowns by newer entrants into the CI roster as these players will have undergone at least some level of vetting in order to get their first real promotion

Possible Negatives of the suggestion:
. Some CI players will be tempted to ignore the Deep Cover raid cooldown
. Some CI players who are more interested in murder hoboing than Deep Cover RP may use the job to go on an assassination spree rather than do anything productive

Based on the Positives & Negatives, why should this suggestion be accepted:
. Deep Cover missions are a fundamental part of playing the Chaos Insurgency and are bread and butter for the CIs passive RP outside of main raids, improving access to the Deep Cover job will improve CI passive RP
. The CI has all of the necessary tools at it's disposal to punish misuse of the Deep Cover job (PTs, strikes, demotions, removals) which means a staff ruling such as this should not be required (even if staff decide that the raid authorisation from DELCOM+ should remain in place - there is still no reason to enforce this as an OOC staff ruling)
. CI players who want to dedicate their efforts to creating genuine Deep Cover RP are having their ability to do so restricted by this ruling, especially if they want to play outside of peak hours when a DELCOM+ is not available
. Due to recently combined efforts between SL and the CI's COs team Deep Cover infiltration is much more focused on covert ops RP such as intel gathering, kidnapping and VIP assassination - the days in which the Deep Cover job was used as an excuse to RDM Foundation players are long behind us and I believe we are in a position now where RP will benefit from having less restrictions on the Deep Cover job

The Suggestion puts forward that all CI Deep Covers will passiveRP. Problem is that I personally encountered is that the PassiveRP exchange is not a back-and-forth type of communication between Foundation and Chaos. There's many petty players and many combat warriors who in my experience mainly originate from Foundation and do not support PassiveRP as much and kind of ruin any attempt with it. Not to brag with my experience but as a R&D main who came back and left CI, I have always seen these consistant issues.

I'd personally prefer for the Regiment Tabs of CI to be used more efficiently and there to be a "IRU" Regiment set up that actually focused on specialised deep covers in some form. Obviously this would add two separate deep cover jobs or however that'll be settled and cause too many deep covers active on site. I did before suggest a completely infiltration/deep-cover focused CI in the past and I did present it to SL at some point, but obviously it didn't go through since it would've broken the routine of the server.

I completely understand the positive idea behind the suggestion but I think this goes too far into the roleplay spectrum compared to what this server used to support as roleplay. Standard lowranks will definetly not support this roleplay and I know that you Eidolon aren't just the average player since you are already trying to support PassiveRP.

Again, your suggestion is nice but I don't think the server will let it be possible. I am quite the PassiveRP advocate myself

-If this happened, CI DC's would go from purely shooting people, and bullshiting around, doing basically a mini main raid, to a consistent threat that can strike at any time, but won't kill site RP. This would be amazing.

My only fear is US CI not cooking with this, since idk what they're like with DC's, and how they would adapt to the change.

I would want to just make it a beta job with a license requirement (since deep cover raiding requires quite a bit of skill and knowledge to perfect) but alas, it is a VIP job and at civil gaymers money comes first! MANY SUCH CASES!

i was a bit confused when i first joined CI as there were regiments, but not "real" regiments

While I appreciate the effort to give DC's more passiverp, sadly, I do not envision this suggestion increasing that and here's why.....

  • Several DC raids involve just gunning down people as mentioned. Not very passiverp. I heard before that CI ordered them to stop but it's still happening; a disguised DC walking into, for example, core sector and shooting everyone on sight (happened last night). I imagine this will happen more frequently should the rule get removed as they will no longer really need a "reason" to DC. CI's excuse to gunning down slews of people are that they're creating "chaos". Not passiverp.
  • A decent portion of DC raids involve breaching SCPs. Breaching SCPs is not passiverp.
  • A large portion of DC raids involve attempted kidnappings which involves combat most of the time, not passiverp.
  • Complete removal of this rule also removes the DC cooldown as mentioned. I can imagine a DC being executed by SOP and instantly coming back into the facility.
  • As a former CI-B, increasing the rank requirement for DC will do absolutely nothing. A good handful of CI Command will promote you simply by 3+ days passing since you've gotten Alpha. Not sure if that's still happening but it's what happened to me. No vetting.

Here is what I would imagine you mean by passiverp:
  • Stealing documents.
  • Reporting things going on in the site back to CI Command.
  • Possibly getting infobreach material back to CI from personnel who open their yaps.
  • Kidnapping an SCP while having as little combat as possible.
  • Disguising as extremely valuable personnel such as A-1, O-1, etc. and listening in on Site Command conversations (Hard as hell I know, but possible).
  • Worming your way into various Site Admin/Site Command functions such as meetings, tribunals, etc.

Unfortunately, as I've stated, I do not see the removal of DC restrictions improving the chances for passiverp but simply drastically increasing the chances of DC's doing whatever they want. Sure, policies on the CI side can be added but I don't fully trust that just as I'm sure CI would not fully trust the raid/infil rules for Foundation into CI/GOC to be removed and only rely on policies.

If you want to increase passiverp taking away rules that require actual reasons to deep cover into the facility is not it. PassiveRP can be had with proper reasoning and CI Command permission and with a cooldown that ensures Foundation gets a small break.

This guy seems to be a great guy this guy is such a nice guy I like this guy such a cool guy what a great opinion guy I am very much in agreement with this guy good job guy :cool::cool::cool:

Not giving my support or hatred, because I actually enjoy the idea and think it would be a good change - however I just think this would be abused by players to kill random people and breach SCPs, and wouldn't be used for its intended cool DC RP...

If this was added I think more rules around DC would have to be made, but because I don't expect that to happen I don't think this is a perfect idea.

Actually being able to do something on CI when its medium to low pop and no Delcom is on sounds quite enjoyable.
I always wondered why it was restricted that way. After hearing what some people have to say i somewhat get it, but not enough for me to minus support this suggestion.
