Accepted Rule against Jay-Walking law's

What does this suggestion change/add/remove:
This add's a rule to disallow law's against jay-walking.

Possible Positives of the suggestion (At least 2):
- Allows for non-PD who just joined to roam the streets without getting arrested
- Makes it harder for mingy cops to arrest a bunch of people.

Possible Negatives of the suggestion:
- More people on the street? (Don't even know why this would be bad tbh)
- PD has less arrest's making the contracts harder to complete

Based on the Positives & Negatives, why should this suggestion be accepted:
I believe this should be accepted due to the current issue of mayor's and pd focussing on jay-walkers for the easier contract completion than the actual crimes being commited.
