Denied Rule Suggestion!

What does this suggestion change/add/remove:
Add a rule, that prevents CI being able to raid F3 when there is Less then 3 A-1 On, Same with Ethics Commitee Offices with O-1. This is so CI dont raid F3 when theres 4 MTF on, but no A-1/no one to gaurd F3 and them being able to steal stuff.

Possible Positives of the suggestion (At least 2):
Makes it to more fun when there is acuttaly a Floor 3 raid, instead of it being done at like 9 AM when no A-1 are on to defend it.
Makes documents not being stolen/hostages When there is no A-1 On.

Possible Negatives of the suggestion:
Makes it harder for CI To Raid F3/EC
Wont be able to grab documents/hostages.

Based on the Positives & Negatives, why should this suggestion be accepted:]

CI Raid floor 3 quite a lot at like when there is no A-1 on. While it will be harder, it will overall make it more fun to fight agianst F3 Raids.

+support floor 3 raids should be rare for a reason and its a thing i disagree with current ci on we raid f3 too much its just not unique anymore

last thing i should mention anytime i enter the O5 room whether it be peak times or 3 am there is like no documents worth stealing maybe a 008 doc here and there but that shouldnt matter

+Support, Literally since the Floor 3 change, CI have only successfully raided us like once when it was prime time
It's ridiculous getting sent pictures and clips of 10+ CI in Floor 3 at like 2am or 7am taking documents off the board, leaving notes saying nice bunks or something. Shit makes no sense.
Same thing with the Ethics Committee Area, It isn't enjoyable.

If we are to run off the idea that we can’t raid a certain area when their isn’t a particular amount of personnel online then we might as well stop D-Block raids if their are less than 4 GSD online. When raiding we would obviously target a location that would have had the lowest amount of security. Making this a thing already restricts CI as us getting to F3 is dependent on MTF performance if it lacks then we get their easy. If B-1 and Nu-7 do their job (which they do) then CI raids get locked to Garage and F2. For late night raids they could be comparable to when MTF raid CI with 12 people but their is 4 of them. Overall, this concept of having a minimum of MTF or personnel just further restricts raids for CI out of MTF failure to detect incoming attackers.

At 3 am most nu-7 cant get into FL3

So by that logic we can raid CI at 3am get rid of all your docs chems and other things then say tuff shit...

The only reason we have limitations on how many of a certain job can be online when raiding their respective areas where they keep their docs and such is to prevent offline raiding. A-1 is fairly active and during the day/peak time there is always 4+ A-1 online so this wont prevent ci from raiding during usual times. Ci raids lose their point when all it is is walking around an empty area that is usually extremely secure, grabbing some docs off the wall and then walking out.

d block does not contain clearance level 4 and 5 information including the nuke room, the office of the O5 council, and the bunks for both alpha-1 and the overseer assistants though. We loose our docs during night raids when no-one is on to defend which is unfair as there are classified and confidential documents that gets taken just like that. floor 3 is so easy to get into now d class can even walk in and take what they want it isn’t fair to us, the O5 and the OSA’s.

The idea that you got for areas with the lowest amount of security is very smart but if there is hardly anyone to defend then other foundation personnel might not be able to get inside floor 3 to defend
