What Ethics Committee role are you applying for, and why?

This application is for the position of Ethics Committee Chairman.
So then, why am I applying? During my current tenure as a Ethics Committee Member I have seen 2 Chairman's and 5 different Committee members and from each gained some insight into the Committee, the site and server as a whole. Using this knowledge and experience I have created avenues roleplay for for varies members of the server, such as the D-class work program for D-class and often new players, GOI's and other departments.
Alongside creation of RP I have been keen to evaluate polices and practices, suggesting changes to the Foundation Legal Codex and Research policy for example, examples being the Amendment of Waste of Resource 2 and suggestion of updating Misuse 2.

As referenced in my previous application, the position of Chairman would grant me one of the highest mandates on site. Allowing me and the Committee to continue this work, to as high a standard as possible, under my careful guidance.

What makes you the best candidate for the Ethics Committee?:


Leadership Experience

Over my time on site I have gained a vast amount of experience as a leader and knowledge of how to manage different parts of the site. This has been gained from my time as a Ethics Committee Member and my former position of Internal Affairs Director. Regarding my time as Director, I was level 50 upon earning the title and had only been a Ambassador for 2 weeks total. Naturally people had their doubts about me but I am proud to say I had proved them wrong, during my management of the department activity peaked and efficiency increased. From this time I learnt how to lead with a firm hand and fostered friendships around the site.
And then as a Committee member my scope broadened as I now helped manage the site as a whole, during this time I further developed my knowledge of leadership, learning from the 2 excellent Chairmen before me. Of note I have been involved in the management of ECA's, helping update the handbook, I have also been assisting the other ECM's in their duties and teaching them about the Committee when out Chairwoman was not available, helping them with whatever they need.

Polices and Programs

During my tenure on Site 65 I have found that I actively enjoy devolving or creating polices and programs to enhance RP on site. Such as my time in Internal affairs I ensured all IA polices were up to date with any changes on site, as prominent example being the HCZ update. IA at the time had no polices for this new equipment, so it was up to me to create and implement it, including discussion with the current Ethics Committee on what charges should be applied.
Carrying on, one of my first actions as a Committee member, the creation of the D-class work program, which I am proud to say is still in use today. To get this program implemented it required internal debate in the Ethics Committee, which resulted in a FLC change, a debate in Site Administration to approve it, and then the work to implement this with GenSec, along with the continued maintenance and suggested changes I have been brought. Thus I believe this trait is key for a Chairman, given their influence of Site wide polices.

Roleplay Creation

Roleplay, the core of the server. When creating Roleplay I always attempt to leave it open ended when appropriate, especially with polices, this helps ensure that everyone can involve themselves. An example I can give would be my work program, instead of regulating the jobs and having set ones, I provided some examples and have allowed anyone to request a D-class and create their own jobs and roleplay. I believe the creation of Roleplay systems, such as the program, is important for a Roleplay leader as it makes it easier for others to create Roleplay, which can be harder for some. Alongside this I spend time examining and tinkering other systems to allow for more Roleplay or discuss possibly creating new systems.
As for creating Roleplay myself, I attempt to engage as many departments as I can with my projects. Be that assigning Research a project and having Internal affairs watch over those involved, or the creation of ECA orders to work with the departments on my behalf.
And of course, there is always spontaneous Roleplay. Not every interaction has to be planned, so I may offer tasks to be done. Be that interrogations, tests or anything else that unfolds.


Knowledge of Policy and Lore

Because of my roots in Internal Affairs I have made sure to be aware of all Site Policy and have acted as an Authority figure on it. It can be expected that one of the highest positions on the site would know and understand all policy. Allowing them to create and develop new or existing policy as I have demonstrated.
I have always been interested in the SCP universe, frequently reading new SCPs on the Wiki and dreaming up new RP from tales or files on it. As mentioned in my previous application the D-class work program was inspired by "Ethics Committee Class-D Housing Regulations" , and a current project being inspired by SCP-2000.
Part of my character's lore is even inspired by "The Church of the Broken God".


Another section I am familiar with is the Committee itself, it being one of my favourite subjects to read about on the wiki. Seeing how the "Biggest Lie" is implemented both in lore and then creating RP from that. Maintaining the CL4 status of the Ethics Committee to anyone below CL3 and ensuring those who know the truth behave. One aspect I have enjoyed is the spreading of misinformation to help maintain this, "How many Ethics Members does it take to change a lightbulb?" "None! They cant change anything!" being my favourite joke from lore.

Initiative

And lastly, as a member of Foundation CL5 I am expected to take the Initiative, this is demonstrated in the creation of Roleplay and being the one people look too to make decisions. I believe I have demonstrated and aptitude to do so, considering the choices I make carefully, be that in punishments such as Tribunal verdicts or how to steer a Roleplay situation.

What are the responsibilities of the Ethics Committee in RP?

Roleplay leaders

It is the job of the Committee as roleplay leaders to create engaging Roleplay for the server. This can come in many forms, such as events with GM assistance, new RP systems such as The Work Program, or spontaneous Roleplay and tasks. It is expected for Roleplay leaders to collaborate with other RP leaders to assist in this.

Authorisations

As expected of a CL5, they can authorise many things across the site. They key actions that the Committee authorises being:
>The mass termination of D-class, which may be called in situations where there are mass breaks outs and foundation lives are at a major risk. Examples can include a 008 outbreak, where D-class that escape risk becoming 008-2 instances, escaped D-class a being converted into 049-2 instances by 049 or even CI mass arming D-class.
>The calling of a Code black and the detonation of the Alpha warhead to reset RP if it has degraded to a unrecoverable state, the normal causes being mass breaches and 008 outbreaks.

The Ethics Committees approval is also required for certain tests or procedures:

  • More then 3 D-class for a test
  • 008 tests involving biological material
  • SCP 914 tests with humans involving Rough or Very Fine setting
  • The creation of SCP 049-2 instances

The Foundation Legal Codex

The Committee is responsible for maintaining and updating the Ethics violations of the Legal Codex, as well as engaging in debate with the Overseer Council regarding violations that fall under Ethics and Conduct. It is also the duty of the Committee to abide by the Legal Codex and enforce it, as no one on site is above the Legal Codex.
The Ethics Committee also handles violations, it is expected that the Committee delegate the enforcement of these violations to the correct level. These levels being, IA Agent, Ambassador and then IA Director. These ranks can handle any arrest of a individual equal or lower then them in the chain of command, however in the event that the IA director or a member of Site Administration or higher violates the FLC, Ethics would handle the arrest.
For CL3 or CL4 members of the Foundation which have committed more serious Ethical violations a Tribunal may take place instead of an arrest, with an ECA for CL3 cases and a member of The Ethics Committee for CL4 cases. (Conduct violations being presented to the Overseer Council instead for hearings).
ECMs and the ECC are expected to train ECA's to handle these CL3 tribunals.


Site Management

The Ethics Committee and the Chairman are responsible for managing 3 main groups, these groups being:
  • Omega-1
  • Ethics Committee Assistants
  • Internal Affairs Directors
The Committee gives orders to these groups for them to complete.
For ECA's this includes setting orders and liaisons for them to complete and interact with, the Committee being the main source of RP for assistants.
For Omega-1 the Chairman takes more responsibility in the management of the regiment, alongside the CO team, however the Committee is expected to issue orders and objectives for Omega-1 to complete, above all it is ensured that Omega-1 executes the will of the Committee.
And lastly, Internal Affairs Directors, which may be issued departmental wide investigations, POIs or private investigations.


These are the groups the Committee directly manages, however the Committee must ensure that every department is kept up to high standards of Ethics and RP. The Committee may complete this with use of ECA liaisons and Audits. During a Audit the departments documents are gone though and CL4 members spoken too about the current state of the department.

What are the responsibilities of the Ethics Committee out of RP (e.g. what applications do they handle?)

There are 3 types the Committee directly handles:
  • Ethics Committee Member
  • Ethics Committee Assistant
  • Director of Internal Affairs
The Chairman also discusses with the Committee about the appointing the Omega-1 Commander.
Outside of roleplay the Ethics Committee Chairman should talk to other RP Leaders to discuss future RP for the server.
Mentioned above , The Committee also debates edits to the FLC internally or with the Overseer council when applicable.
