Initial Statement, this part has nothing to do with the actual suggestion, just reasoning as to why I am making this suggestion.

I had taken a long break from the server in order for it to hopefully change aspects about GENSEC in a meaningful way. When I was originally COS during the rework, many of the ideas created by GENSEC leadership were completely ignored and instead Server Leadership ideas were instead put into place. This post serves as a comprehensive collection of all ways security should have been changed and reworked.

What does this suggestion change/add/remove:

This suggestion will go over changes that I feel would be beneficial for security, as well as changes to D-Class to equate the power imbalance that this rework could create.

Job Changes

Removal of SCU: This class overall dose not server to benefit GENSEC whatsoever in its current form. It is way to disconnected from normal GENSEC duties to the point where they are not present whatsoever in any meaningful capacity. This results in minges being drawn to the job as they are able to act stupid with little to no consequence especially since captains are unable to remove RRT and HWL on the fly and instead need to contact server leadership. Overall the job creates to much of a hassle and the alternative to the jobs role will be mentioned later on.

SRU moving from Level 2 to Level 3: This may be one of the most integral parts of this suggestion in order to make GENSEC a viable option for players. As it stands the current level 3 jobs in GENSEC (Officer) is much easier to get then SRU as SRU requires an RRT License to get on. The overall effort to get SRU isn't worth it. Additionally many site wide issues are communicated in level 3 comms which SRU don't have access to. Things like SCP Breaches, CI incursions, and other important information is rarly discussed in General comms below level 3. This results in SRu not evean being avle to do their job effectively as they are mostly out of the loop. Finally is access to Level 3 areas. There are many important areas around the site like SCP chambers and Level 4 areas that SRU cannot even touch due to their level 2 clearance. Overall if SRU was to gain access to level 3 the process of achieving the RRT license would be much more worthwhile, and create a reasonable role within GENSEC that is similar to DEA/IA Agent and MTF Operatives.

Job Additions

GENSEC Sergeant: The return of the Sergeant role as a whitelisted position would prove positive for GENSEC as it would help bridge the gap between level 3 and 4 within the department similar to how DEA Senior Agent and MTF SGT and CSG would be. Can be given by Captain+

GENSEC Lieutenant: This role would act as the Jr CL4 position within GENSEC and be given to all new officers within GENSEC

Captain Moved to Sr CL4 due to new LT job.

Loadout Changes

SRU and Sergeant Loadouts:

Offensive [Patrol]: F90, Grenade, Flashbang, Smoke Grenade, Tranq Pistol, Interrogate/Weapon Checker, Riot Shield.
Defensive [D-Block]: PP Bizon, KSG, Tranq Pistol, Interrogate/Weapon Checker, Deployable Shield.

Officer Loadout Change:

Removal of the dual loadout system and instead a single loadout, and just having the single D-Block loadout already available.

Lieutenant, Captain, and Chief Loadouts:

A single loadout consisting of: F90, KSG, Tranq Pistol, Deployable Shield.

Hierarchy change due to this suggestion:


GENSEC Senior Leadership [10 CL4]
Chief of Security: 2 Slots
Captain: 4 Slots
Lieutenant: 4 Slots

GENSEC Junior Leadership [ 16 CL3]
Sergeant [WL]: 4 Slots
SRU [RRT]: 8 Slots
Officer [No WL]: 4 Slots

GENSEC Enlisted [ 7 CL2/∞ CL1]
Guard: 7 Slots
Cadet: ∞ Slots

Possible Positives of the suggestion (At least 2):
Proper Hierarchy Structure.
A proper sense of progression within the department.
Still contains the level up progression that server leadership wants.
Is beginner friendly as the progression to CL3 in GENSEC is still achieved via level ups while further progression is laid out nicely for those wishing to progress.
More trust allocation from other departments and MTFs when it comes to GENSEC resulting in a much more friendly atmosphere overall.
GENSEC having jobs to be able to patrol with.

Possible Negatives of the suggestion:
Time to develop.
Possible power imbalance with D-Class.

Based on the Positives & Negatives, why should this suggestion be accepted:
Overall this rework is intended to properly create a functional and more trusted department within the server. The role of GENSEC should be casual when it comes to achieving ranks. This rework would also benefit players who may not be interested in an MTF, and instead wish to contribute in a major way to the server and site without the time requirements of an MTF.


D-Class Buffs

To balance out the major changes to GENSEC here are a few ways we can buff D-Class so they can compete.

Changing the exit door into airlock from CL2 to CL1 on the D-Class side.
Making scrap gathering easier and making easy quests.
Get scrap rewards for testing [50]

Buffing the Riot System.
Normal D-Class: 60% Chance for a knife or 40% for a gun, 40% chance to spawn with a CL1 Card.
D-Class Brute: Spawns with a KSG and CL2 on every flag up.
D-Class Scout spawns with an F90 and CL2 on every flag up.
Allow 2 D-Class Type Blues to spawn in instead of 1 for the riot. (If the riot ends apply self destruction to the extra type blue)

This is the update we requested, we got a worse version due to apparent "balancing"

My comment to the content team reading this is:

Instead of making an update to a unit such as GSD then removing loads of content to nerf it, buff the d class like they've already had done with the scrap dealer. This is not fair or enjoyable for long standing and new players to continue with this terrible setup. Please do SOMETHING to improve the GSD jobs wise and loadouts wise. As an Ex CoS during the updates creation and release, I completely agree with Mace in his suggestion.

-Support for the D Class part

They literally had a buff with riots and Type Blue roles. They do not need an increase in power. At least not something this significant, at most it would make sense for CL1 entry due to cadets getting stuck after a sweep.

-Why would CL4 GSD have deployable shield? they are needed in D-block so they need a riot shield. (They can still add instead of switching shields)

-Why would you add a Lieutenant in GSD if there is already Tr. Captain, Captain and Sr. Captain? kinda useless and don't see the need of adding it to be fair with you.
-But i agree with you of adding Sergeants back and put them on whitelist role, this could help GSD cl3 not be random but more trusted
-Please remember, in riot shield, there is the word Riot wich happens only in D-block, i wouldn't suggest to put deployable shields to Station kit, shields don't need to be moved.

To be honest the security departement would be very hard to change because it's a big pillar for new players, without GSD, nobody would have been MTF, Staff etc... Removing stuff or changing stuff would have an important impact OOC

-Changing the clearance level of SRU would also mean to change the level requirement to get the license, i hope you also thought about it.
No disrespect fang but saying

Shows you do not understand the suggestion.

Trial->Cap->Sr Cap are IC progressions through captain but mean nothing job wise. You can only have a maximum of 4 Captains regardless of their given rank in d block. This suggestion removes the need for Trial Captain and Captain as they can be moved to Trial Lieutenant -> Lieutenant -> Captain and even maybe-> Sr Captain allowing for 8 people in a CL4 Position in the Security Department.

The difference being that this is a job increase request making it possible for more people to be on GSD CL4 positions, thus giving GSD more active command, thus being able to stretch themselves outside of d block.

With recent ZJP changes we are literally crammed into only D Block as the GENERAL Security Department not D Block Security.

HOWEVER, I do see why content team may be hesitant to add another 4 slot CL4 Job since we are only really in d block, however the reality is:

We don't have enough people to spread out of d block actively from both CL4 and jr positions.
And these job changes would only expand this interest in the department. And therefore their departmental jurisdiction and duties.



MAKE GSD - GENERAL SECURITY AGAIN

This is something we (GSD CL4) Have been asking for a pretty long time now. The WL sergeant is something me and some others wanted for a pretty long time, and with the GSD LT could make it that GSD isnt seen as much as the minge dpt (at least on UK).

-Support (D-Class part)
The reason for the minus support on this part is spawning with a gun and keycard would be a really bad thing if you want to stop a riot. I recomend like keeping the spawn with the keycard but then as a CL1 and let them spawn with no guns so the Brute and scout have smth different and worth for in a riot. Maybe let the scout have a 40% change of spawning with a flare gun and the brute a 40% change of spawning with shield.

-Support on the D-Class changes, they seem way too overtuned. I like the idea of getting scrap for doing test, seems like a nice incentive so you dont just gather scrap all day. The guns you suggested the D-Class spawn with are way too strong and I think having a 100% chance of spawning with a gun is unhealthy for the dynamic between GSD and D-Class. Especially considering that the D-Class will spawn like right next to GSD in a sweep and they can just start blasting away lol
 
The shit SCU dose can also be done by patrol units if they were given cl3. SCU is to disconnected from normal GENSEC due to their current loadouts and role. They are completely useless. GENSEC is meant to be General Security not containment. That shit is allocated for E-11 for a reason. We need more roles in GENSEC that encourage overall site wide use. This is so the department can supplement undermanned forces. Unfortunately level changes just aren't enough either as people can just wait for them like always. The point of the rework is to add an aspect to GENSEC where you dont get something by escorting tests all day, and allowing them to be General Security.

On an unrelated note the idea of D-Class getting these guns would be during a Riot phase not all the time.
I was talking about Officer patrol units, which help them, honestly I think the GSD dept should be split into 2 categories, site security and d-block security.
You are talking about making security general but removing the job that has tasks outside of d-block?
Patrol Units can assist with Code 1 and Code 5, and SCU can be assisted with Code 5s in all areas.
Level changes would still prevent a huge amount of minges, you dont just wait and suddenly have levels, they would learn to rp.
Patrol Units can escort and PATROL.
D-Class are already powerful with the update to riots, this would further imbalance even with your buffs.

The gun spawn would be during the riot mechanic sorry for the poor wording.

Thanks for taking the time to make a server suggestion.
The Content Team has chosen to put your suggestion up for internal discussion.

We discussed this suggestion alongside the other gensec rework suggestion and had a varied response to the points raised.
We agreed that SCU is in a weird place within Gensec, being focused not on Gensec's core duty but everything outside of it. However we disagreed with its removal, as for new players not yet joining an MTF it offers a relief from the *hellish* grind of DBlock as some members of the team called it.

We are fully against adding more CL4 roles into Gensec, and to other departments. Not every department needs to be like DEA, not every department needs 10 total CL4 slots. If every department did it would be far too bloated, and the focus would no longer be on the everyday players of the server.

We don't feel the listed DClass buffs are necessary, as the D-Class gameplay loop is in a good place, and the changes listed will have a much larger impact compared to the planned Gensec changes.

We do agree on one thing. We want a better form of progression within the CL2 and CL3 ranks of the department. SRU is indeed in a strange place, being the only riot-licensed job that can focus on its duties in DBlock. A new player can get up to the main CL3 job in the regiment without ever attending a Riot Response Tryout. We as a team disagree with this, and feel there should be an expanded focus on the internal structures of tryouts and licensing run by the Gensec Leadership team. Thus, we are looking into the implementation of the Gensec Sergeant job as mentioned in this suggestion. It's in the early stages and may not be implemented at the end of it all, but we have assigned @Edwin to take on the project from here on out.
