You can reach the one outside manually, if you grab a car you can drive out of the map at the end of the road near the foundation. (When existing foundation turn left instead of right)
The 106 skull you have to be taken by 106 and survive his dimension, hoping it outputs you on the vents.
Deep research skull you have to hack the gate, or possibly use NHU.
Ye I got mine that way, just asked someone for a ride outside the map and ran all the way around till I grabbed the bones outside the map.

Had no idea, I found that door open on the first day of the event so that was never an issue for me luckily, have no ideia how difficult deep research hack is but maybe if CL5 as the code you can ask them; probably easier and faster just hacking it instead of getting a CL5 down to HCZ to open the door though
