Accepted Trade Notification

What does this suggestion change/add/remove:
Add a notification into LOOC when two ppl start trading this will allow MPK/AOR to do better searches on ppl as a lot of times ppl just trade the pills to someone not in the bunks. It would also stop ppl giving pills to their friends if they are kidnapped

This one like as not only does it potentially improve the RP of the server it also helps out the staff team to deal with rule breakers with full evidence as there are not currant logs of trades.

Would just add stuff to the dev tracker and unless it said what you traded it wouldnt help anything.
