What O5 role are you applying for, and why (give the specific O5 number):
O5-1 “The Puppeteer”
I am applying to the position of Chief Overseer as I believe the council needs to led by a current member of Site Command who is aware of the present issues within the community and the state of roleplay, both at the top (CL4/5) and at the bottom (CL1-3). Since joining this community back in early 2022 I have held a wide range of roles, which you will see below, and have amassed a huge amount of experience in almost every type of group in the Foundation.

I recognise that the standard of serious roleplay has dropped on the server and as an RP Leader it is our job as the Council to rectify it. The Council at this time needs a -1 who is confident in their ability and their knowhow to enforce a more pro-active council, Site Administration and Department/Regimental Leadership. I believe I am the individual to do this. SSL is already aware of the changes and new requirements I have put in place since becoming acting Chief Overseer, for Council members to ensure that we lean into our role as facilitators of serious roleplay on site. Alongside with the need for the Council to be proactive, I also recognise the vital input and autonomy of cl4 command roles and the wider community. It is because of these reasons that I believe I should be the Chief Overseer.



What makes you the best candidate for the O5 Council?:

Over my time on Site-65, I have held a number of CL4/5 roles across site, and thus developed a substantial amount of experience in Administration, Management and Roleplay/operations creation. I am familiar with the processes and policies around the site, and through my role as O5, Site Director, and both Ethics and O5 Assistant, engaged with all departments- and in turn made me familiar with their operations through the interview / observation and review of both their CL4, and junior staff.

I am always reachable by discord, and always more than happy to provide feedback, advice and assistance to anyone that requests it, be it under my direct command or not. I believe that I have left a positive mark on those within the Departments and Task Force units that I have led, and that the feedback and work I have provided always led to an improvement in the operations of said unit.

I’ll now go into more detail about specific examples of my experience.

I'll lead with the most pertainant and recent experience that justifies my application and shows my suitability for the role of O5-1.

When I was made Acting Chief, I immediently began assessing a number of issues that were already at my attention, as well as a few new ones that have been brought to me since. Since then I have announced sweeping changes to structure of how O5 do business, in an attempt to push for more activity, and to increase the "RP Leader"ship of the Council.

I have implemented certain hard requirements for O5 to create roleplay projects or face removal, a monthly 'self-report' of activity and progress which is in turn reviewed by the individuals line manager (-1 for 2/3/4, and SSL for -1), and have streamlined the O5s ability to review direct reports activity, as well as centralised o5 activity / goal tracking into a single place, increasing transparency of work between o5s and aswell as allowing SSL to keep track of an O5s progress and activity if necessary.

Unfortunately, as these changes are only coming into place now, I am unable to report on how effective these changes have been.
However what these changes do show is how I am a proactive candidate, with the initiative and the willpower to actively better the Council and address concerns that have been brought up by SSL and the community alike.
As the most experienced current Overseer, I have become confident in the duties and obligations of the O5 Council and of the Council Member, initially as -4 looking after OSA where I implemented sweeping changes and reform to bolster the activity of a dead in the water office.
  • OSA Revamp
  • I proposed the creation of internal ranks and requirements to boost engagement with duties beyond the scope of orders, which were the only way OSAs used to be able to obtain any rp. Now OSAs are encouraged, and many do- create their own projects, that are approved and overseen by an Overseer. This encourages the development of the Assistants in their administrative, oversight and creative ability- as well as creating more roleplay for the site and brings new fresh ideas. This has resulted in an increase in OSA activity under my watch. As part of this I also worked with the ECC to introduce "Site Administration Assistant Orders, which are orders that SA can put forward for both Ethics and O5 Assistants to do, increasing the variety of RP that they can do.
  • Projects & Roleplay Creation
  • As an O5 I have created a number of projects to create roleplay for various departments regiments and individuals. These are including by definitely not limited to: Surgery roleplay for Medical, experimentation projects for RSD, mental evaluation analysis, projects for A1, security reviews for E11 and Nu7, spy/informant program including various individuals across site. I have obviously remained vague hereto not leak any current projects.
*The following examples of my experience are copied from my O5 Application as it demonstrates my experience and ability in various roles in the past, and I do not believe it needs updating.
  • SA Reviews
As a Site Advisor, I was part of the team under SD Jimmy Wrecking working alongside with SA Hamster that introduced Site Administration Reviews as a monthly concept, with each Site Advisor providing a detailed report and a score to each department. During this time I worked with my team to develop guidelines, handbooks and accessible documentation to ensure fair structures were set up for this process. This shows both my ability to work as part of an Administrative Body and independently on projects.
  • Special Measures
After implementing SA Reviews, I was shortly after promoted to Site Director, and became the first SD to implement the idea of “Special Measures”.
I reworked the SA Reviews to accommodate for this and retrained my team. Shortly after this was implemented, the Department of Intelligence was marked as under Special Measures. I then proceeded to rewrite all departmental documentation (Handbook, New Agents Guide, Ambassador Guide) and create new training as well as increased observation of the Department. This shows my proactive nature and ability to create new policy, that although has been updated, is still in use to this day. This will be invaluable when I contribute to FLC update discussion as an O5.
  • Senior Staff Meeting
As an Ethics Committee Assistant to Tarquin Cassius, I helped organize a number of Senior Staff Meetings, where senior CL4 staff of every single department met to discuss issues around the site collectively in one sitting, bridging the gap between Site Command and CL4/departmental staff. This shows my commitment to the improvement of the site, and shows that I understand the role of Site Command as the facilitator of roleplay, and how departmental leaders MUST be consulted for changes to be positive and effective.
A key responsibility of the O5 is the creation of roleplay for their ISD, their assistants and the wider site. I believe in my various roles I have demonstrated my ability to do so.

  • DEA
As a DEA Dpt. Manager I have attempted to promote the passive side of the department, through the creation and supervision of passive operations (misinformation, intelligence gathering, surveillance).

((For the below examples, I have specifically chosen examples from way back in 2022, so I dont leak ongoing ops.))
  • Omega-1 Squadron
As a O1 MAJ I set up and led a unit that specialized in the investigation of CL4 personnel and collecting information to bring them to tribunal. At this time tribunals on the server were in their infancy and unstructured/documented. I took the unit from its infancy just after creation as the initial CO left, I created all its documentation and structure, and led the unit to a point where it was the most popular O1 squadron when I resigned.
  • Fairy Tale Initiative
As part of the above squadron I created and ran a permanent operation that involved finding and selecting Ethics Loyal personnel within departments to inform on their superiors and report violations. It was roleplay that included ISD, as well as CL2/3/4 members of departments, and fed into further roleplay / investigations.

In the “storylines” section of my application I have also included examples of roleplay I intend to create as an O5.


What are the responsibilities of the O5 Council in RP?:
The O5 Council decides what is possible.

Operationally, O5 should be ensuring that the Site, and particularly its administration and management is being run smoothly, as well as settling any disputes.

Council members must be prepared to authorize the following: mass authorisation of dclass, code blacks, deployment of the alpha warhead, sitewide amnestications and termination tests.

O5 are directly responsible for maintaining and updating the conduct legislation within the FLC, and they must ensure that the policies it implements are enforced by the relevant departments and personnel, and dealing with violations as they come through authorizing investigations, removals and handing out conduct citations.

The Councils fundementl role however, is RP Leader. A Council Member must be actively creating roleplay for the site through projects and orders. A Chief Overseer, as first amongst equals, must ensure that the rest of the Council are performing this duty and set an example by creating exemplary roleplay themselves.


What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
Site Command is responsible for creating roleplay situations for everyone on the server. This not only includes Foundation but also CI and UNGOC. A Roleplay Leader must take the server health into account, and must be willing to at times make unpopular decisions, or decisions that are not beneficial to its 'side' to ensure that the server thrives and remains balanced.

The creation of roleplay can be done both internally by council members, and also in collaboration with other CL5 personnel, and Game masters to create bigger server wide events and situations.

Another critical role of the O5 Council is the appointment of certain CL4/5 members of staff, this includes: MTF Alpha-1 Commander,Site Director, Director of Research, Overseer Assistants and finally new Council Members. They are responsible for reviewing and coming to a decision on whether to approve or deny said applications and conduct their interviews.

From my interactions and experience with him, Elijah has been a cool dude, and he prob likes RP
he also +Supported the suggestion to remove SC, immediatly putting him into the good book.
