Denied [US & UK] Make turbine keypads CL4 biometric

What does this suggestion change/add/remove:
This would change the CL5 keypads connected to the turbine into biometric CL4 keypads. The infrastructural damage they cause with just one being off is phenomenal, even more so with all of them as seen in this clip:


Admittedly was hilarious but highlights the issue.

Possible Positives of the suggestion (At least 2):
This would deter trolls from being able to quickly deactivate them and would also make it easier for them to be turned back on by any available CL4 personnel as opposed to more rare CL5 personnel in the event they are ever deactivated by hackers.

Possible Negatives of the suggestion:
This would force hostiles to either have to hack the turbine or kidnap a CL4 and force them to use their biometric.

Based on the Positives & Negatives, why should this suggestion be accepted:
This would make cases like the video seen above less likely and make it more possible for CL4 personnel to fix the issue themselves when CL5 are not available on site. This will present unique challenges for hostiles but this is a high value target so it should be this way.

I see the benefit, but in the rare occasion this happens it would just be a failrp warn, as well it could be used by CI to fearp captured 05 or ethics or using the card to turn everything off easily.

I believe CL4 personnel can be trusted with this power over the generator systems, and in the event of no CL5 being available which is fairly common, the site can recover.

reckon that gensec captain would get in trouble for that the yeah?
by this logic floor 3 should be CL5 because a gensec captain could just go up there on his own uninvited. but they dont do that because they have no reason to.

-support in doing so CI would be almost unable to ever turn off the turbines making it worthless to them if a foundation personal does this a simple Failrp warn will do

not our fault that foundation is inept enough that they can't stop a tech expert: getting a CL5, entering HCZ without a reason, avoiding cameras and patrols, and then going to reactor room and turning everything off

we dont need yet another change made to pamper F staff so that there's never a worry that someone with bad intentions could possibly do something bad

The issue is kinda like, if a random with a CL5 shuts it off then how do we turn it back on without one of them online?

Someone said something along the lines of “if it’s turned off then it can simply be repaired to turn back on” which if that is true then great forget the whole suggestion. But if it isn’t then I feel like this is necessary.
