Rule Suggestion CI limitations during low pop [US]

What does this suggestion change/add/remove:
Some form of limits to CI operations within the site during low-pop hours. I recently endured a 5-hour on-and-off raid of disguised D-class and CI nearly taking over the entire site, killing people who are making chems in a secluded area, kidnapping the same people 3+ times in a row within a 2-3 hour window, and holding people for over an hour.

I suggest either a rule limiting operations to once every [SUM OF REASONABLE TIME when BELOW CERTAIN PLAYER COUNT] or making hostile frontal assault raids on site not allowed under a certain PLAYER COUNT instead of the ridiculous rule I heard when discussing this issue of "4+ mtf units = raidable" (esspecially since apparently, they can flag on mtf units, take a picture of that, and then flag back onto ci and use that picture as proof there are enough mtf to raid?), as this rule does not take into account the amount of CI that can raid. The current setup allows a disproportionate amount of CI to enter the site, like what we had today with 10+ CI sitting in medbay, completely oppressing site personnel, while there were maybe 10 combatives in total, some of whom we were spending their time decorating checkpoint charlie.

Has something similar been suggested before? If so, why is your suggestion different?:
Not that I could find within recent threads. Please let me know if I am incorrect.

Possible Positives of the suggestion (At least 2):
Server health in the low-pop and even medium-pop environment

Possible Negatives of the suggestion:
Complaints from CI members who regularly play low-pop hours.

Based on the Positives & Negatives, why should this suggestion be accepted:
Yes. I just watched an extremely dedicated consultant rage quit from the server after being kidnapped 2-3 times within the same raid and dying when someone attempted to kidnap him again while holding a fresh batch of expensive and rare chemicals. Not because he was armed or defending himself, but because a d class who had teamed with the CI felt a little trigger happy and decided to shoot the consultant for fun.

Allowing this to happen regularly is not good for server health.

Yah but realistically why would CI target chemists or doctors instead of actual important individuals like SA or combatives. I dont think realistically CI would be sprinting around site just aiming to shoot whoever, they have a specific goal when raiding sites and should stick to that goal, not K/D farm

The only staff member online was a CI-D. And I don't know if they hopped on mtf. Even if there were NO mtf, they had the numbers to flag on take a pic and flag off. I don't watch the MTF numbers. I just know that suddenly there were 10+ CI on site and they didn't leave us alone for 5+ hours.


I don't want to name names, but I'll let them know that proof has been requested. And I know it wasn't directly said, but the lazy mod thing was insinuated when people started saying it's a staff issue instead of a rule issue, which it's not. Also, are you sure the other half of the server that were constantly complaining in OOC and to me personally were having a great time RPing on an SCP RP server by doing nothing but combat while outnumbered and constantly showing up to their spawn because of this, over and over again. Or how about the NON combatives who were being bullied so much they just stayed in their spawn, where you couldn't get them the whole time until they became stir crazy or got off or flagged onto a combative roll because they were bored. Sounds to me like you either enjoy dogshit RP or are just trying to ragebait like CI are notorious for. Based on your previous help roles, I'd say it's both.

"CI's purpose in lore is X, CI's gameplay loop is Y" please sybau. 0 roleplay you can create from a dead guy, and shockingly this is an RP server.

i think this is a US specific issue, of which the CO team involved should be removed/striked over, but this suggestion is so out there that UK CI don't even do ts, most they do are sample raids.

I get why you suggested this, and I also understand why CI is so against it.



CI Inheritanly is designed to ruin server health and interrupt RP at the worst possible times. Most of their balance is based on large population foundation countering them, and when foundation is low pop those high pop advantages become insane. Of course your first solution would be "don't let them raid!" But that removes their perspective from the table.



If they can't raid, they can't do literally anything. Surface is dead as fuck.



It's the reason GOC is dead. Those hoards of people screaming "give GOC better weapons! That will solve ALL their issues! They can FORCE people to RP with them!" Were dead fuckin wrong. All it did was make people want to interact less, and it's why they went back to the standard low activity (if not less) after a month or so.



So before we can make more limitations on CI, we need to give them more to do when they're not raiding . I've made suggestions before about advanced chemistry systems, or crafting systems, or just stuff to make people WANT to play Civi and make CI WANT to interact with them. There's a want to interact with foundation because of all there is to do in doing so, from breaching SCPs, kidnapping, or stealing SCPs. There's no WANT to play Civi or to interact with them, so when they're not fuckin with foundation they're just sitting in their bunker.



If this suggestion was to make a AFK kick off class timer then sure I'd agree because alot of the low pop raids are when it's just a dead nu7 infront of medical, or a E11 sleeping in bunks..



But until we give CI more to do more raiding limitations will just make their gameplay worse.

Understandable, and I would agree if CI were any fun to interact with outside of raids. CI RP is dogshit. It's just tell us random things, or we'll shoot you and then sell you back to the foundation. The entire point of CI is only enticing to the worst kind of mingy trolls possible, and giving them the daily opportunity to raid the site uncontested is just not good. I am STILL getting complaints from people about CI running low-pop raids with massive squads, and it genuinely feels worse, in every way, than normal low-pop 914 D-Class floods.

Update: This issue has now become a nightly routine. CI currently make up ~27% of the server population at 1 am PST, are ALL over level 200, and have currently kidnapped 2 CL3 personnel and 2 CL4 personnel, while also raiding at the same. They have made an actual conveyor belt to steal people and money farm. For the last hour, there have been 1-2 MTF flagging on and off. They cannot keep up with a 2v9. They can't even find them half the time, and when they do, they are disguised or D-Class are disguised, helping CI, and nothing IC can be done about it. This is unplayable. It's either a respawn simulator for combatives or an office sitting simulator for non-combatives. I am now getting reports that, if these individuals are unable to raid for whatever reason, they will then flag on to D-Class and mass hack out SCPs.

because CI are better than Foundation does not mean take the one things that makes them CI

I have a question. Is "John 'Smile'" a person who was the only staff that you said there was only one staff and he was on CI before? If so, i guess you have all permissions to make a staff complaint agsaint him IF hes going to be bias towards CI any way in reports agsaint CI during the so-called "CI peak time".

what im saying is realistically they wouldnt even be aynwhere near the chemist and instead would be focusing on their mission goal, this is also a part of a wider issue of CI not having actual RP reasons for raiding and rarely try to just exfil
this is also apart of the issue of: they have to fight out of a place that has 50+ combatives constantly spawning on them wave style so rarely only 1 person can escape
