Can't you just amend the rules to make sense to people without needing a staff ruling? So that it includes the staff ruling in the rule itself. It's either that or putting it beneath the rules. Putting it in another thread that is only reachable by traversing the forums isn't user friendly at all

Most of the time from what I've experienced in the past two weeks, NATO outnumbers NWO which leads to a pretty bland and often annoying situation for both. Even going as far as people calling it out like an achievement or surprise when NWO is outnumbering NATO, so no I DO NOT think the numbers...

It adds an XP boost (and a first time joining bonus in the form of money to new players) to the faction that has less Total Played hours (over the timespan of a week or so).
Also it isn't a fixed % XP boost, meaning that it goes UP and DOWN based...
